and joint stock companies doing a banking business
within the State of Montana, and prescribing penal-
ties and punishment for violations of the pro-
visions thereof....
H. B.-An Act to enable the State to accept an offer of
the United States, made by an Act of Congress, in
relation to the Arid Lands, commonly known as
the Carey Act, approved August the 18th, 1894, and
the amendments thereto, and to promote the rec-
lamation and settlement of said lands, and to
reimburse the State for money heretofore or here-
after used for such reclamation, by defining addi-
tional duties and powers of the Carey Land Act
Board, relieving the State of liability, providing
the method of letting contracts for the reclama-
tion and settlement of said Arid Lands, providing
for the ratification of contracts for the classifica-
tion and disposal of said lands, disposition of funds
thus derived, making water rights appurtenant to
the lands reclaimed, granting the contractor con-
structing works for reclaiming such lands a lien
upon the same and the water rights appurtenant
thereto for the purchase price of such water rights
and providing for the foreclosure and redemption
of the same, permitting the use of water for power
purposes subject to right of irrigators, permitting
the exercise of the right of eminent domain in
connection with such reclamation work and pro-
viding for the conveyance by the said Board of
any property required by the State, the conveyance
of which is necessary to the maintenance of any
action or defense by the State in reference to
such lands, fixing fees, appropriating funds and re-
pealing conflicting laws....

tenance of drains, and the assessment and col-
lection of taxes therefor...

and coyotes by inoculating the same with Mange,
and to place such duties under the charge of the
