We Recommend Establishment of a State Department of

As the State becomes more and
more involved in housing activities,
so must the State initiate and im-
plement a statewide housing policy.
It is obvious that something must
be done to improve the quality and
supply of housing in Virginia. But
any actions must be the result of
continuing analysis, statistics and
program studies. In order to assure
the maximum results from such
programs it is essential that the
present fragmentation of housing
programs throughout the state
government be coordinated.

Housing

To implement a state housing
policy, housing needs to be ele-
vated to a position of state purpose
and concern. It needs to be granted
the same importance as health,
education, public safety, highways
and industrial development.

We therefore, recommend the
establishment of a State Depart-
ment of Housing to:

1 Establish housing policy and
goals.

2 Determine present and future
housing requirements of the State
and design programs to
coordinate the elements of
housing production to assure the
availability of housing where and
when needed.

3 Implement and administer
regulatory legislation related to
housing.

4 Assume administrative coor-
dination of the various state
housing programs now frag-

mented throughout state govern

ment and cooperate with the
various state agencies in their
programs as they relate to
housing.

5 Establish public information and
educational programs related to
housing. Devise and administer
programs designed to inform all
citizens about housing and
housing related programs that
are available on all levels of
government. Design and adminis-
ter educational programs to
prepare low income families for

home ownership and counsel
them during their first years as
homeowners. Promote education
programs to assist sponsors in the
development of low and moderate
income housing as well as
programs to lessen the manage-
ment problems of rental housing
management.

6 The Department of Housing
would be the mechanism by which
state government would relate to
the citizens of the State, and the
citizens to state government.
7 The Department of Housing
shall coordinate the preparation of
its plans and projects with the
Division of State Planning and
Community Affairs.
