During the last year, we have made several arrests in Los Angeles of persons in the possession of full automatic weapons and destructive devices similar to those advertised for sale by mail. We have come to refer to these arrests as paramilitary cases, because the weapons involved are suitable only for combat. A case in point is that of Robert R. Romero (LA No. 650 009R), whose residence in the middle-class suburb in the San Fernando Valley could most accurately be described as an arsenal. I believe Captain Howe has introduced some exhibits indicating the number and quantity of these weapons that were found in his home. It included everything necessary to train an army. He was convicted of the illegal possession of automatic weapons, explosives, and tear gas grenades, and was fined and placed on probation. Romero was the business partner of Keith D. Gilbert, now a fugitive from a charge of assault with intent to commit murder. This charge arose from alleged unprovoked attack with a .380 automatic pistol on a Negro motorist. While on bail awaiting trial, he fled after police sought to question him in the theft of three-quarters of a ton of dynamite from a powder magazine in the foothills of Los Angeles. A court-authorized search of Gilbert's apartment and garage in a Glendale residential area revealed the stolen dynamite. As Attorney General Lynch indicated, he is now a fugitive for assault and intent to commit murder on a Negro motorist in an unprovoked attack. The committee also has been given photos of the armaments seized when another Los Angeles resident, Harold A. Schlapia, was arrested on a mountain road in the remote areas of adjacent Ventura County. With the photos is an inventory of his weapons and equipment, which can only be described as suitable for warfare. He was convicted of carrying a concealed weapon, a .45 caliber semiautomatic weapon, but his conviction was reversed on appeal. He successfully contended he was a gun salesman and therefore exempt from regulations on concealable weapons.
