BRIDGE ACROSS THE CALUMET RIVER, INDIANA.

Mr. MANN, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 27926.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 27926) to authorize the Chicago, Lake Shore and Eastern Railway Company to construct a bridge across the Calumet River, in the State of Indiana, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the indorsements attached and made a part of this report.

The accompanying bill, H. R. 27926 (60th Cong., 2d sess.), to authorize the con-
struction of a bridge across Calumet River by the Chicago, Lake Shore and Eastern
Railway Company, is in the usual form and, in my opinion, makes ample provision
for the protection of navigation interests. So far as those interests are concerned, I
see no objection to the enactment of the bill in its present form.

A typographical error in line 2, page 2, of the bill has been noted and corrected.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 28104) to amend an act to authorize a bridge across the Missouri River at or near Council Bluffs, Iowa, approved February 1, 1908, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the indorsements attached and made a part of this report.

The object of the a companying bill is to amend an act approved February 1, 1908, authorizing the construction of a bridge across Missouri River by the Central Railroad and Bridge Company of Council Bluffs, Iowa, so as to extend the time for commencing and completing the said structure.

In my opinion the original act makes ample provision for the protection of navigation interests, and I do not know any objection to the extension of the period of construction as proposed in the bill under consideration.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 28193) to authorize the city of Shreveport to construct a bridge across Red River, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the indorsements attached and made a part of this report.

The accompanying bill (H. R. 28193, 60th Cong., 2d sess.), to authorize the city of Shreveport, La., to construct a bridge across Red River, is in the usual form, and I do not know any objection to its favorable consideration by Congress, so far as the interests of navigation are concerned.

Attention is invited to the fact that by an act of Congress approved February 3, 1905, the city of Shreveport was authorized to construct a bridge across this river, and that the time for commencing construction has been twice extended by Congress, the last extension being by an act approved March 6, 1908, which expired by limitation February 3 last. It is assumed, however, that the object of the bill under consideration is to grant a further extension of time for commencing and completing the structure authorized by the aforesaid act, and to make it subject to the provisions of the general bridge act approved March 23, 1906.
