Mr. RYAN, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 23713.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 23713) authorizing the construction of a bridge across Current River, in Missouri, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the indorsements attached and made a part of this report.

The accompanying bill (H. R. 23713, 60th Cong., 2d sess.), to authorize the construction of a bridge across Current River, Missouri, makes ample provision for the protection of navigation interests, and I do not know of any objection to the favorable consideration of the bill by Congress so far as the interests of navigation are concerned.

Mr. STEVENS, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 23866.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 23866) to amend an act entitled "An act to authorize the construction of a bridge between Fort Snelling Reservation and Saint Paul, Minnesota," approved March 17, 1906, having considered the same, report thereon with amendment, and as so amended recommend that it pass.

The bill as amended has the approval of the War Department, as will appear by the indorsements attached and made a part of this report. Amend the bill as follows:

Strike out the word "three" in line 10 and insert in lieu thereof the word "four."

Strike out the words "and four months" in line 11.

The object of the accompanying bill (H. R. 23866, 60th Cong., 2d sess.), is to amend an act of Congress approved March 17, 1906, authorizing the construction of a bridge across the Mississippi River, between Fort Snelling Reservation and St. Paul, Minn., so as to extend the time limit for the completion of the structure.

In my opinion, the proposition embraced in the bill is unobjectionable, but I suggest that the bill be amended so as to extend the time one full year instead of four months. This suggested amendment has been indicated on the accompanying bill.

REPORT.

[To accompany H. R. 22306.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 22306) to authorize the Delaware, Lackawanna and Western Railroad Company and the Lackawanna Railroad Company of New Jersey to construct and maintain a bridge across the Delaware River from a point near the village of Columbia, Knowlton Township, Warren County, N. J., to the village of Slateford, Northampton County, Pa., having considered the same, report thereon with amendment, and as so amended recommend that it pass.

Amend the bill as follows:

Strike out all of section 2; renumber section 3 to section 2.

The bill as amended has the approval of the War Department, as will appear by the indorsements attached and made a part of this report.

The accompanying bill (H. R. 22306, 60th Cong., 2d sess.), designed to authorize the construction of a bridge across Delaware River, in the State of New Jersey, makes ample provision for the protection of navigation interests, and I do not know of any objection to its favorable consideration by Congress, so far as those interests are concerned.

Attention, however, is invited to the provisions of section 2, which, in my judg ment, are not pertinent to a bill of this kind. They authorize the invasion of private property over which Congress has no control, and for the use of which, in the manner proposed, the consent of Congress is not required. If the grantees named in the bill own the land above the line of ordinary high-water mark, they can do the work

of excavation and examination at their own volition, but if they do not own it the easement desired should be obtained from the real owners in the usual way. suggested, therefore, that section 2 of the bill be eliminated.
