CIVIL WAR OFFICERS' ANNUITY HONOR ROLL.

JANUARY 25, 1909.-Committed to the Committee of the Whole House on the state of the Union and ordered to be printed.

Mr. SULZER, from the Committee on Military Affairs, submitted the following

REPORT.

[To accompany H. R. 23244.]

The Committee on Military Affairs, to whom was referred the bill (H. R. 23244) to create in the War and Navy Departments, respectively, a roll to be known as the "Civil war officers' annuity honor roll," to authorize placing thereon with pay certain surviving officers who served in the Volunteer or Regular Army, Navy, or Marine Corps of the United States in the civil war, and who are not now on the retired list of the Regular Army, Navy, or Marine Corps, and for other purposes, having considered the same, report thereon with a recommendation that it do pass with the following amendments:

On page 2, after the word "war," in line 1, insert "for a period of not less than one year.

On page 2, lines 2 and 3, strike out the words "or shall have resigned from said service."

On page 2, lines 7 and 8, strike out the words "if otherwise qualified" and insert in lieu thereof the words "or of permanent disability incurred in the line of duty."

On page 2, in line 11, strike out the word "previously."

Un page 2 strike out all after the word "appropriated," in line 20, down to and including the word "manner," in line 24, and insert in lieu thereof as follows: "From the time that he attains the age of seventy years, fifty dollars per month during the remaining period of his natural life; and to each enlisted man who had a like service in the civil war there shall be paid, from the time he attains the age of seventy years, the sum of twenty-five dollars per month during the remaining period of his natural life."

On page 3 strike out all after the word "Navy," in line 2, down to and including the word "Army," in line 13, and insert in lieu thereof the following:

Provided, That this act shall not apply to any officer while serving as an official or employee of the United States or any state or municipal government and is receiving for such service an amount equal to or in excess of the benefits to which he would otherwise be entitled to receive under this act.

As thus amended it is estimated that this bill will require an expenditure of fifteen and a half million dollars the first year.

We presen therewith a table that has been prepared by the committee of volunteer officers, who have by correspondence and otherwise made a careful estimate, and which has been verified by the Pension Department.

It has now been about forty-four years since the mustering out of the grand army that defended the flag during the civil war, and in the course of nature these aged veterans, upon whom the passage of this bill would confer the proposed honor and emoluments, will, before many years, all pass over to the eternal camping ground, and their services and the "Honor Roll" will be but a memory.

APPROPRIATIONS FOR DEPARTMENT OF AGRICULTURE.

REPORT.

[To accompany H. R. 27053.]

In presenting the bill making appropriation for the expenses of the Department of Agriculture for the fiscal year ending June 30, 1910, the Committee on Agriculture submit the following report:

The bill carries a total appropriation of $12,880,926. This is a reduction of $1,739,700 below the estimates (including a supplementary estimate of $10,000 for the contingent fund) and an increase of $1,208,820 over the appropriations for the current year.

SECRETARY'S OFFICE.

There have been added to the Secretary's roll two new places only' one clerk at $1,800 and one mechanic at $1,200. There have been transferred to the Secretary's roll from other bureaus places aggregating $37,420. The employees filling these places are now and have been for some time past detailed to the Secretary's office from other bureaus of the department, and it was thought best that they should be carried on the salary roll of the office where they are employed. Two promotions in salary are recommended, that of the solicitor from $1,000 to $1,500, and that of the inspector from $2,000 to $2,500.

WEATHER BUREAU.

The total appropriation recommended for this bureau is $1,508,260, a decrease of $154,000 from the current appropriation. The decrease is due to the elimination of all appropriations for buildings and for the equipment of new stations. One new place only is added to the statutory roll, that of one clerk of class 4. It is recommended that the salary of the chief of the bureau be raised to $6,000, an increase of $1,000.

BUREAU OF ANIMAL INDUSTRY.

Places aggregating $34,840 have been transferred from the lump sum to the statutory roll and three new clerks at $1,000 each have been added, making the total net increase in salaries $3,000. The aggregate amount of items included under the heading of general expenses is increased $72,000 above the current appropriations, the increase being necessary to take care of the normal growth of the

bureau.

BUREAU OF PLANT INDUSTRY.

Two new places have been added to the statutory roll to provide for two executive clerks at $1,980 each. A number of employees have been transferred from the lump sum to the statutory roll and three have been transferred to the Secretary's office, the actual increase in the salaries of this bureau being $3,960. The several items making up the general expenses of the bureau have been increased in the aggregate $212,040, the largest increases going to demonstration work on the reclamation projects and to the work for the control of the cotton boll weevil. An increase of $75,000 is recommended in the appropriation for the congressional seed distribution.

FOREST SERVICE.

Owing to a change in the policy of the Forest Service by which six administrative districts are created outside of Washington, it has been found necessary to send a number of clerks to the headquarters of these various districts, and the statutory roll in Washington has therefore been diminished from $144,300 to $60,200. The same amount as last year ($600,000) is recommended for the permanent improvement of the forests, while the appropriation for general expenses has been increased $750,000, the increase having been made necessary by the addition of some 17,000,000 acres to the area of the forests.

BUREAU OF CHEMISTRY.

One clerk of class 4, one clerk of class 3, one clerk of class 2, and one clerk at $900 have been added to the statutory roll, the increase being made necessary by the heavy growth in the work of the bureau. The appropriation for the items included under general expenses aggregate $45,000 greater than the current law.

BUREAU OF SOILS.

The appropriation for this bureau remains the same as for the current year, although there is an apparent decrease of $2,040, due to the transfer of certain places from the lump sum of this bureau to the Secretary's office.

BUREAU OF ENTOMOLOGY.

No new places have been added to the salary roll. The appropriation for general expenses has been increased $42,720 in order that urgent demands upon the bureau for an extension of its work may be met. The sum appropriated for the extermination of the gypsy moth has been increased from $250,000 to $300,000.

BUREAU OF BIOLOGICAL SURVEY.

Now new places have been added to the statutory roll except by transfer from the lump fund. The appropriation for general expenses has been increased by $22,220.

DIVISION OF ACCOUNTS AND DISBURSEMENTS.

New places have been added to the roll of this division to the aggregate amount of $14,800, the increase in the office force being necessary to meet the growing demands of the department.

DIVISION OF PUBLICATIONS.

Twenty-one clerks at $600 cach and 20 skilled laborers at $600 each have been dropped. Three clerks at $1,000 each, 7 clerks at $900 each, 9 clerks at $840 each, 3 clerks at $720 each, 2 skilled laborers at $840 each, 15 skilled laborers at $780 each, 7 skilled laborers at $720 each, 2 photographers at $1,200 each, and 1 indexer at $1,400 have been added. An increase of $100 is recommended in the salary of the foreman of miscellaneous distributions in the document section and of $250 in the salary of the assistant in the document section, the total increase in the statutory roll being $16,990. The appropriation for general expenses is $7,000 less than the current law, the decrease being due to transfer of clerks from the lump-sum to the statutory roll.

BUREAU OF STATISTICS.

It is recommended that the salary of the chief of the bureau be increased from $3,500 to $4,000. One skilled laborer at $720 has been transferred to the Secretary's office. With these exceptions the appropriations for this bureau remain the same as for the current

year.

LIBRARY.

An increase of $760 in the statutory roll is recommended, and an increase of $1,480 in the general expenses fund, making a total increase in this appropriation of $2,240.

CONTINGENT EXPENSES.

There is an apparent decrease of $6,200 in this appropriation from that of the current law, but taking account of the sum carried in the current act for the mechanical shop building ($25,000), there is an actual increase of $18,800 due to the additional amount required to provide fuel, lights, power, etc., in the new department building.

OFFICE OF EXPERIMENT STATIONS.

One clerk at $900 has been added, and transfers amounting to $4,920 have been made from the lump sum, the actual increase to the statutory roll being $60. The increase in the paragraph for general expenses is $22,000, $6,000 of this being made necessary by the operation of the Adams Act, $10,000 to provide for the purchase of land
