AND SUBCOMMITTEE ON DEPARTMENT OF DEFENSE

Washington, D.C. The committee met in joint session, pursuant to notice, at 10 a.m., in oom 1223, New Senate Office Building, Hon. Richard B. Russell, hairman, presiding.

Present: Senators Russell, Hayden, Ellender, Hill, Robertson, Stenis, Monroney, Jackson, Symington, Thurmond, Young of Ohio, nouye, Saltonstall, Young of North Dakota, Mundt, Smith, Beall, Allott, and Case.

STATEMENT OF THE CHAIRMAN

Chairman RUSSELL. The committee will come to order. With the ndulgence and cooperation of the Committee on Armed Services and he Department of Defense Subcommittee of the Committee on Appropriations, we are beginning this morning an experimental arrangeent involving joint participation in hearings on part of Department f Defense programs for fiscal year 1965. Our hope is that this proedure will expedite congressional consideration of the defense proram this year and will avoid some unnecessarily repetitious hearings, oth for witnesses and for members of these committees.
