LETTER OF SUBMITTAL

HOUSE OF REPRESENTATIVES,

SUBCOMMITTEE ON POSTAL OPERATIONS OF THE
COMMITTEE ON POST OFFICE AND CIVIL SERVICE,
August 25, 1959.

Hon. Toм MURRAY,

Chairman, Committee on Post Office and Civil Service,
House of Representatives, Washington, D.C.

DEAR MR. CHAIRMAN: The Subcommittee on Postal Operations has conducted a study of obscene matter sent through the mail and herewith presents a report on its findings and recommendations together with a suggested program for community action in the crusade against obscenity.

This report is an interim report which has been prepared for release at this time so that it might serve to arouse the public to the seriousness of this problem and encourage communities to take effective action to fight the dealers of filth and smut.

The subcommittee recommends that when Congress reconvenes for the second session of the 86th Congress the report be presented to the House of Representatives as a House report of the Committee on Post Office and Civil Service.

With best wishes, I remain,

Sincerely yours,

KATHRYN E. GRANAHAN, Chairman.
