LETTER OF INSTRUCTIONS No. 1001

To: The Minister of Human Settlements

The Minister of Foreign Affairs

The Minister of the Budget

The General Manager, National Housing Authority
The President, Philippine Council for Planning and
Housing (PCPH)

RECOGNIZING THAT:

The creation of the ASEAN Association for Planning and Housing has provided a venue for continuing regional cooperation in the development of human settlements;

There is an urgent need to apply ASEAN efforts to evolve solutions to the problems of housing and providing related services to the urban poor;

The utilization of ASEAN expertise in housing and planning to solve ASEAN problems in human settlements development is the priority concern of the Philippine Government;

The formation of an ASEAN-wide organization for planning and housing was conceived and nurtured in the Philippines;

The above enumerated agencies are hereby directed as follows:

1. The Ministry of Human Settlements shall include in its annual budget an amount equivalent to US $50,000.00 as an annual grant to the ASEAN Association for planning and Housing to support activities relating to the development of human settlements in the ASEAN region including the following:

A. Establishment of a Human Settlements Technology Center which shall document and disseminate approaches and technology being applied in the development of human settlements;

B. Publication and periodic updating of an ASEAN Registry of Experts;

C. Holding of convention, workshops and symposia on planning and housing;

D. Support of research projects and developmental studies; 2. The Ministry of the Budget upon submission of the request for funds, specifying therein the program of activities for the year, shall forthwith release the same to the ASEAN Association for 017197

Planning and Housing through the Ministry of Human Settlements. The grant shall be released within the 1st quarter of the calendar year.

3. The Ministry of Foreign Affairs shall make known to member countries of ASEAN this funding commitment of the Philippine Government to the ASEAN Association for Planning and Housing and shall endeavor to solicit from them similar commitments of support.

4. The National Housing Authority as the agency implementing the government's housing program, shall, in coordination with the Philippine Council for Planning and Housing, and in consultation with the Ministry of Human Settlements, identify and prioritize such projects to be undertaken in the Philippines. 5. The Philippine Council for Planning and Housing is designated as the official organization accredited by the Philippine Government to the ASEAN Association on Planning and Housing. The Council shall submit to the ASEAN Association for Planning and Housing the list of projects proposed to be undertaken in the Philippines for integration in the yearly program of the Association.

The Philippine Council for Planning and Housing shall render periodic reports on the status of projects so funded under the grant.

LETTER OF INSTRUCTIONS No. 1002

To: The Ministry, Minister of Natural Resources
The Minister, Ministry of Public Works

The Administrator, National Irrigation Administration The Director, Bureau of Forest Development WHEREAS, under Presidential Decree No. 705, as amended, jurisdiction over watershed areas, inter alia, is vested in the Bureau of Forest Development of the Ministry of Natural Resources;

WHEREAS, under Letter of Instructions No. 917, as amended critical watersheds and proclaimed watershed reservations supporting existing government dam projects or domestic water supply facilities, among other areas, have been declared as wilderness areas, and as such shall not be the subject of exploitation of whatever nature;

WHEREAS, it is necessary to reasess the multiple uses of watersheds and watershed reservations in order to optimize the benefits that can be derived therefrom;

WHEREAS, it is now essential to protect, conserve, and rehabilitate the watershed areas of both the Pantabangan and Magat Multi-Purpose Dam Projects and other operational hydropower dam and water-oriented projects; and

WHEREAS, to attain said purpose, the National Irrigation Administration has enlisted the assistance of international development institutions in order to achieve sound and more expeditious erosion control and watershed development in said dams.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution, do hereby order the following;

1. The National Irrigation Administration shall have the authority to manage, protect, develop, and rehabilitate the watershed areas of the Pantabangan and Magat Multi-Purpose Dam Projects, more particularly described in the maps designated as Schedules "A" and "B", annexed hereto and specifically made parts hereof.

2. In the development of erosion control and watershed development projects in said areas and in order to attain their objectives, the National Irrigation Administration shall be allowed, as a highly exceptional case, to harvest forest products and other agro-forestry products therefrom except logs and timber from presently growing/existing trees; Provided, however, that an industrial tree-farming as well as a dendro-thermal project of about 5,000 hectares in each big watershed can be included in the project in hill tops.

3. The provisions of instructions, orders, rules and regulations as are inconsistent herewith are hereby repealed, amended, or modified accordingly.

4. This Letter of Instructions takes effect immediately.. Done in the City of Manila, this 20th day of March, in the year of Our Lord, nineteen hundred and eighty.
