INTRODUCTION

During the past decade there have been major advances in technology within the graphic arts. We have witnessed the most dramatic development in typesetting through electronic composition with the use of computers and phototypesetters, since the invention of the linotype by Ottmar Mergenthaler late in the 19th century. In keeping abreast of new technology, the Joint Committee on Printing has approved acquisition of such pace-setting equipment which is now installed and operational in the Government Printing Office.

On April 28, 1977 the chairman of the Joint Committee established an Advisory Committee on Automation and Standardization of Congressional Publications (app. A) to reduce the cost and improve the timeliness of congressional documents. This advisory committee is comprised of staff members from the Senate Committee on Rules and Administration, the Committee on House Administration, the Library of Congress, the Congressional Research Service, the Government Printing Office, and the Joint Committee on Printing (app. B).

The advisory committee determined that initial efforts would be directed to examining current procedures for production of the CONGRESSIONAL RECORD and preparation of bills, amendments and resolutions, and making recommendations of alternate methods leading to automation. A CONGRESSIONAL RECORD task force (app. C) and a bill processing task force (app. D) were established to make the necessary studies. Senior technical staff members from the appropriate organizations were assigned to the task forces. The detailed description of the Senate and House Chamber reporting proceedings and the GPO procedures for hot metal production of the CONGRESSIONAL RECORD appearing in this document was prepared by the CONGRESSIONAL RECORD task force.

The annual summary report of the Advisory Committee on Automation and Standardization to the JCP (app. E) represents the achievements of that committee during the past year.
