George (chairman) presiding. The CHAIRMAN. The committee will come to order please. On account of other committees and the death of one of the most useful men in the country, Senator Alva Adams, it is difficult to have a large attendance this morning, Mr. Downey. I presume that we might begin the hearing anyway and as a basis of this hearing the committee will have before it S. 1932 by Senator Downey, a bill to amend the Social Security Act to provide for general pensions, and for other purposes. During consideration of the 1941 Revenue Act an understanding was reached that hearing would be had on the general subject covered by this bill and related matter so that the committee might be in position to act directly, or by way of considering amendments to any revenue bill that might consequently come before the committee. (S. 1932 is as follows:) [S. 1932, 77th Cong., 1st sess.] A BILL To amend the Social Security Act to provide for general pensions, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That title I of the Social Security Act, as amended, is amended to read as follows: "TITLE I-GRANTS TO STATES FOR GENERAL PENSIONS "APPROPRIATION "SECTION 1.
