INTRODUCTION

The Advisory Committee on National Growth Policy Processes to

the National Commission on Supplies and Shortages was established by

Congress "to develop recommendations as to the establishment of a
policy making process and structure within the Executive and Legislative
branches of the Federal Government as a means to integrate the study
of supplies and shortages of resources and commodities into the total
problem of balanced national growth and development, and a system for
coordinating these efforts with appropriate multi-state, regional, and
state governmental jurisdictions."

The Advisory Committee's final report, Forging America's Future,
contains recommendations for our national government in developing national
growth and development policy in a more coordinated and comprehensive manner.
It also briefly describes the Committee's perception of the current state
of affairs including some of the strengths and weaknesses of our country's
current policy making institutions.

The Committee's report was the result of 12 months of study and deliberation. In arriving at its conclusions and recommendations, the Committee drew upon studies that were both volunteered to it and were commissioned by it, as well as the expertise of its own members and staff. This appendix volume is one of three published by the Committee which contain special studies prepared for its use. These studies, while an important contribution to the Committee's deliberations, reflect the opinions of their respective authors and not necessarily those of the Committee. They are presented in this appendix, and the other two appendix volumes, both to supplement the discussion in the Committee's report and to illustrate some of the observations and ideas which the Committee considered.
