TITLE 38-CONVERSION TABLES The President signed three laws which made technical amendments to title 38, United States Code. Many of these amendments were necessitated by the VA's elevation to Cabinet-level status, however, they also renumber many well-known sections which are cited throughout VA manuals, circulars, and directives. Although the law provides that old citations will continue to be legally valid, the citations should be updated whenever a publication is revised. Further, until the new citations have been thoroughly implemented, it is recommended, in the interest of avoiding confusion, that both the new and the old citations should be given, e.g., "38 U.S.C. §7801 (formerly § 4201).” Table I is a conversion table representing the changes to the title 38 section numbers which have been made with the enactment of Public Law Nos. 102-40, 102-83, and 102-568. The new section numbers are shown on the left side and the former numbers are on the right side of the table. The section numbers in chapter 1 were not changed by these laws and are not referred to in these tables.
