The Secret Service had ruled out the proposal to provide gas fired forced hot air heating in the residence, and were requesting GSA to install electric heating. In a later conversation it was indicated that baseboard electric heaters were preferred by the family.

The Secret Service also requested that the existing gazebo located on the northwest corner of the property be repaired for the use of the Secret Service as a security outpost. Details would be provided

later.

Pursuant to sub-part 1-3.408 of the Federal Procurement Regulations, this is a letter contract which authorizes immediate performance of the below listed services, including, but not limited to, procurement of necessary materials. This procedure is considered necessary in this case since work must be commenced immediately and proceed promptly during the period required to complete the preparation and execution of the formal definitive fixed price negotiated contract. The figures used below are estimated and are subject to further negotiations as to total contract price.

This letter contract authorizes you to expend no more than 50% (or $ 6,70,0)
of the estimated total cost of $3.00 for the project. You may incur
such expenses for a period of not more than seven (7) calendar days from
the date of this letter. The formal contract documents will be executed.
prior to the expiration of that seven (7) calendar day period and work may
then proceed on the full contract.

The definite fixed price negotiated contract that will supercede this letter contract will contain the attached clauses and such other clauses as are necessary to protect the interests of the Government.

In the event that this letter contract requires termination, either for the
convenience of the Government or for default, you will be paid for the work
accomplished to date. You should keep me advised daily of your expenses so
that we can agree, generally, upon the extent of obligations incurred.
Your acceptance of this letter indicates that you will provide promptly such
other price and cost information as may reasonably be required by the
Government. An extra copy is attached to be returned noting your acceptance.
