Section 24 of the Tax Law provides for assessment of bank shares at their book value and for a uniform tax rate of 1 per cent. throughout the State. The assessment is made as of May 1 and tax is payable December 31.

Bank share assessments are not included in aggregate assessments of real and personal property submitted in this report. The tax when collected is turned into the General Fund, and becomes available for general expenses of the City.

The notable increases in the Budget of 1919 over the Budget of 1918 are for Education, $2,482,826.95; Health and Sanitation, $3,023,838.13; Charitable Purposes, $1,007,122.47; Protection of Life and Property, $1,549,339.39, and for Debt Service the increase is $2,341,478.08. The Board of Elections has $483,918 more than in the Budget of 1918, and the Judicial, $233,668.

The total amount of appropriations in the Budget of 1919, which fall within the group "Care and Maintenance of Streets, Highways and Bridges," also includes the maintenance and operation of the Municipal Ferries, which heretofore have been included within the next group, titled "Public Enterprise (Docks and Ferries)." These two combined show an increase of $893,148 over 1918.

The Federal Bureau of the Census estimated the City's population for 1916 as 5,602,841. On this estimate the Health Department predicated its estimate of the population at the mid-period of 1918 as 5,872,143 and at the mid-period of 1919 as 6,006,794.
