Mr. Young moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The Committee on Taxation respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

House bill No. 40 (file No. 7), entitled

A bill to provide for an annual specific tax upon foreign securities, as defined in this act; to provide for the administration of the provisions of this act; and to repeal Act No. 142 of the Public Acts of 1913, Act No. 254 of the Public Acts of 1915, Act No. 173 of the Public Acts of 1917, and all other acts or parts of acts contravening any of the provisions of this act.

The following are the amendments recommended by the committee:

(1) Section 1, line 12, after the word "obligations," strike out "which are secured by deposit of any valuable security as collateral security for the payment of such bonds, notes or obligations under a deed of trust or collateral agreement held by a trustee," and insert in lieu thereof "secured or unsecured and maturing in more than twelve months from the date thereof."

(2) Section 1, line 20, after the period following the word "state," insert "(e) All stocks issued by foreign corporations, except in cases where more than fifty per cent of the capital of any such corporation is employed continuously within the State of Michigan, as determined by the State Treasurer of Michigan." (3) Section 2, line 3, after the word "of," strike out "fifty" and insert in lieu thereof "twenty."

(4) Section 2, line 21, after the word "payment," insert "Provided further, That any secured debt, bond or other obligation coming within the provisions of this act, upon which a tax has been paid under the provisions of Sec. 2, Act 142, P. A. 1913, as amended, shall be exempt from the payment of any tax under the provisions of this act.'

(5) Section 4, strike out all of Sec. 4.

(6) Section 5, line 3, after the word "requirements," strike out "or who shall refuse to comply with the requests or orders of the Board of State Tax Commissioners."

A bill to provide for an annual specific tax upon bonds, notes or other evidences of debt, hereafter issued by the State of Michigan, or by any county, city, village, township, school district or road district within this State; to provide for the administration of the provisions of this act, and to repeal Act No. 88 of the Public Acts of 1909, being Compiler's sections 4194 and 4195 of the Com

piled Laws of 1915, and all other general, special or local acts or parts thereof contravening any of the provisions of this act.

The following are the amendments recommended by the committee:

(1) Section 1, line 2, strike out the word "or" and insert in lieu thereof "and." (2) Section 1, line 2 as amended, strike out the words "one year" and insert "three years."

(3) Section 1, line 3, beginning with "or" strike out balance of line, and in line 4 strike out up to and including "State," and insert in lieu thereof "or by any political subdivision or any district thereof."

(4) Section 1, line 4, strike out "thirty" and insert in lieu thereof "ten." (5) Section 1, line 23, after the word "payment" insert a new sentence to read as follows "The tax may be paid for one year, or any number of successive years of the life of the security."

(6) Strike out the complete section 3, and renumber sections 4 and 5 to stand as sections 3 and 4.

(7) Section 4, line 3, beginning with the word "or" strike out the balance of the line, and in line 4 strike out up to and including the word "commissioners.” W. J. HAYES,

A bill to make appropriations for the Circuit Judges of Michigan and the Judge of the Superior Court of the City of Grand Rapids for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The following are the amendments recommended by the committee:

1. Amend Section 1, line 4 by striking out the figures "$317,105.00" and inserting in lieu thereof the figures "$337,105.00."

2. Amend Section 1, line 5 by striking out the figures "$317,105.00" and inserting in lieu thereof the figures "$337,105.00."

Amend Section 1, line 11 by striking out the figures "$290,000.00-$290,000.00" and inserting in lieu thereof the figures "$310,000.00-$310,000.00."
