There is much pro and con discussion as to whether education is being overdone, but one thing we do know, and that is that the per capita cost of education has leaped upward. Our public school buildings are beginning to look like palaces. Our universities are constantly seeking more money, while millions are flowing in to them, and yet they cannot meet their budgets.

Let the workers be allowed a wage to permit them to give their children an opportunity to share in the educational progress, which is impossible without a living- and saving wage.

The women teachers in the common schools of Cambridge, Mass., have applied for a charter in the American Federation of Teachers, affiliated with the American Federation of Labor.

The New York State Department of Education has offered 25 scholarships of $1,000 each to men and women with the requisite trade and technical training who desire to enter the teaching profession. Such persons who complete satisfactorily the one-year course prescribed will be given life licenses. Salaries for vocational teachers in New York state public schools range from $1,800 to $3,500 per year.

ONSISTENCY is a jewel, outstanding in the firmament of human endeavor, but when that attribute is tied up with persistency it is an element of human endeavor which is unbeatable.

When the membership of the International Brotherhood of Painters, Decorators and Paperhangers of America, through their voice and vote selected Clarence E. Swick to the responsible office of General Secretary-Treasurer, it was self-evident that they reposed a high trust in his consistency and persistency coupled with his known ability and integrity.

Brother Swick has not at this writing assumed the editorial management of your Journal, hence there is a joyous and unrestrained freedom reposed in us who share in the responsibility for the privilege of announcing the fact that ere this Journal reaches your hands, Brother Swick will have taken active charge of the affairs of his office at General Headquarters.

General Secretary-Treasurer Swick became a member of the Brotherhood in October, 1900, affiliating with Local Union 226, at Chattanooga, on the 6th of October in that year. He remained at his work in the city where he was initiated until February 25, 1907, at which time he moved to Memphis and deposited his card in Local Union 49, retaining his affiliation with that local continuously until the present time. He was honored by election to practically every office within the local unions, and served also for twelve years as Secretary-Treasurer of the Tennessee State Federation of Labor.

Brother Swick has served the International Brotherhood as Fifth General VicePresident (and member of the General Executive Board) since July, 1908, first being appointed to succeed Vice-President C. A. Linxwiler, who died in June, preceding Brother Swick's appointment, and he has been re-elected successively to that office at each general election held since that time.

It is but necessary to refer to the financial status of the Brotherhood to indicate the vast amount of responsibility which falls upon the shoulders of the General Secretary-Treasurer and the knowledge of such, to the rank and file, makes it quickly apparent that no greater compliment can come to any member of the Brotherhood than to receive such a spontaneous and enthusiastic endorsement as is in evidence through the election of our able, fearless and painstaking executive to the new position of great responsibility which he will, without the peradventure of a doubt, fill with honor to the membership and credit to himself.

The hallmark of progress is enunciated in co-operation and teamwork of the highest degree, and it is therefore to be hoped-and no assumption to the contrary would be in order-that the incoming General Secretary-Treasurer may continue to receive that cordial and unselfish support from all officers and members which has been so conspicuous in the past.

To set the cause above renown,

To love the game beyond the prize;

To count the life of doing good,

And dear the land that gave you birth;

And dearer yet the Brotherhood

That binds the brave of all the earth.
