CAN OCCUPANCY AFFECT PROCUREMENTS

Mr. BENJAMIN. Since there is a move back on the date of occupancy, can there be any movement back on the purchase of the furnishings?

Mr. BERRY. It will take, we estimate, Mr. Chairman, about six to nine months on the most easily procured items so that working back from the occupancy date we come back into fiscal year 1979. It is possible, I suppose, for some items to be deferred, but we feel we need in fiscal 1979 as much of this money as we possibly can have. It is the quantity of items we are purchasing and the way manufacturers produce equipment of this kind-they build it to order-which makes us feel we have to allow between six and nine months as a minimum for even the simplest purchases for the building.

Mr. BENJAMIN. Be kind enough to look at your scheduling again-we realize the lead time required-and report back to the committee the possibility of deferring any of the purchases from fiscal 1979 to fiscal 1980.

Mr. BERRY. We will be glad to do that.

ADMINISTRATIVE PROVISIONS

Mr. BENJAMIN. Now we are at the point of looking at Administrative Provisions where there is a requested increase for expense of attendance at meetings from $99,000 to $173,000. State the justification.

Mr. CURRAN. In FY 1978 the limitation on the attendance at meetings is a sum of $99,600. This year we are asking to divide it into two sums or that a further limitation be placed on the language. We are asking for a total sum of $173,300, of which $86,400 will be for the Congressional Research Service. We are doing that for two reasons.

One is you have Title I and Title II of the Act now. They have separated the Congressional Research Service from the rest of the Library. The other is to clearly indicate that part which is for the Congressional Research Service which is consistent with our recent philosophy that the budget amounts for CRS are submitted by the Director without additional scrutiny within the Library. The total increase for 1979 of $73,700, includes $14,300 for the rest of the Library, including the Copyright Office and the Division for the Blind, and Physically Handicapped, and $59,400 for Congressional Research Service. I believe Mr. Gude testified at some length about his need for that amount earlier.

The Current Level increase of $2,700 for CRS and $5,500 for the remainder of the Library is to provide for increases in per diem and transportation rates.

The Growing Workload increase for CRS will allow 50 percent of the GS-13 and above staff and 33 percent of the GS-9-12 staff to participate in one professional meeting in fiscal 1979. The fiscal 1978 allotment for CRS is $27,000.

This includes $1,000

The Growing Workload increase for the remainder of the Library is $8,800. for the American Television and Radio Archives, a new program not previously funded. The fiscal 1978 allotment for all non-CRS funds is $72,600.
