Manpower and Employment Program changes requested: to continue conversion of BLS establishment-based series to the revised Standard Industrial Classi- fication System ($1,180,000); to improve the quality and reliability of the Employment, Hours and Earnings series ($500,000); to improve the quality and reliability of the Quarterly Report on Employment and Wages ($210,000); and to expand the Current Population Survey to collect data on the job search activities of the unemployed and hourly and weekly earnings of particular groups in the labor force ($195,000). Program decreases amount to $345,000 and reflect a reduction in the program to test the feasibility of collecting Hours and Earnings data for nonproduction or supervisory workers. Mandatory changes include within-grade promotions effective for part-year in 1975 ($24,000); within-grade promotions becoming effective in 1976 ($26,000); the cost of an extra day of pay occurring in 1976 ($16,000); increased cost of personnel benefits ($24,000); State salary increases in connection with cooperative programs ($450,000); increased Census Bureau costs for the Cur- rent Population Survey ($534,000); increased cost of administrative and program support services ($240,000); and net additional cost of pay increase under P.L. 91-656, effective October, 1974 ($119,000).
Prices and Cost of Living - Program changes requested: to continue the development of the International Price Competitiveness program ($900,000); and to continue the program to revise and improve the Wholesale Price Index ($417,000). Mandatory changes include within-grade promotions effective for part-year in 1975 ($32,000); within-grade promotions becoming effective in 1976 ($35,000); the cost of an extra day of pay occurring in 1976 ($22,000); increased cost of personnel benefits ($33,000); increased cost of adminis- trative and program support services ($230,000); and net additional cost of pay increase under P.L. 91-656, effective October, 1974 ($98,000).
Wages and Industrial Relations Program changes requested: to expand the scope and coverage of the survey of salaries of professional, administra- tive, technical and clerical occupations ($410,000); and to continue the development of a General Wage Index ($417,000). Mandatory changes include within-grade promotions effective for part-year in 1975 ($29,000); within- grade promotions becoming effective in 1976 ($32,000); the cost of an extra day of pay occurring in 1976 ($20,000); increased cost of personnel benefits ($29,000); increased cost of administrative and program support services ($314,000); and net additional cost of pay increase under P.L. 91-656, effective October, 1974 ($78,000).
Productivity and Technology Program decreases amount to $75,000 and reflect a reduction in the technological studies program. Mandatory changes include within-grade promotions effective for part-year in 1975 ($9,000); within-grade promotions becoming effective in 1976 ($10,000); the cost of an extra day of pay occurring in 1976 ($6,000); increased cost of personnel benefits ($9,000); increased cost of administrative and program support services ($68,000); and net additional cost of pay increase under P. L. 91-656, effective October, 1974 ($24,000).
Economic Research - Program decreases amount to $400,000 and reflect the elimination of several outside cóntracts and the reduction of personnel services within the economic growth program. Revision of the Consumer Price Index Program changes requested: to continue the development of two national Consumer Price Indexes ($300,000).
