Mr. NATCHER. The committee will come to order.

We take up at this time the request for the Community Services Administration and we have before the committee Mr. Gallegos, together with certain members of his staff. Mr. Gallegos, we will be glad to hear from you.

Mr. GALLEGOS. Thank you very much, Mr. Chairman. I would like to introduce the people at the table here. Over here to your extreme right is Mr. Rivera from New York. He is the head of our operations. Right next to me is Mr. Rollis, controller, and over here to my left and your right Mr. Ramirez from Colorado, who is head of the Office of Economic Development, and then Mr. Corbett, who is heading up our legal services programs.

Mr. NATCHER. We are delighted to have all you gentlemen appear at this time.

Mr. Gallegos, we will be glad to hear from you.

Mr. GALLEGOS. Very good. I would like to read a short statement, Mr. Chairman, and then proceed from there.

OPENING STATEMENT

Mr. Chairman, members of the committee, I am grateful for this opportunity to discuss the President's fiscal 1976 budget request for the Community Services Administration.

We are requesting for fiscal 1976 a total of $363 million. The fiscal year 1976 request is for $319 million for community action, including $24 million for administration, $39 million for economic development, and $5 million for program support, for a total of $363 million, excluding $71.5 million which is being requested separately for the Legal Services Corporation.

The Community Services Act of 1974 requires the Federal matching share to decrease over the next 2 fiscal years for the community action program.

In 1976 $295 million is requested for community action agencies which contemplates no diminution in program level from the past 2 years, but in compliance with the new legislation which requires increased financial participation by State or local agencies.
