COMMITTEE ON INTERSTATE AND FOREIGN COMMERCE,

The committee met, pursuant to call, at 10:25 a. m., in the Capitol committee room, Senator Warren G. Magnuson, acting chairman, presiding.

Present: Senators Warren G. Magnuson (acting chairman), Johnson of Texas, Kefauver, Tobey, Reed, Brewster, and Bricker. Also present: Willard Van Horne, staff member.

Senator JOHNSON of Texas (temporary acting chairman). The committee will come to order. The committee is assembled this morning for the purpose of conducting a hearing on the nomination of Mr. John Carson to be a member of the Federal Trade Commission for the unexpired term of 7 years, from September 26, 1945.

Chairman Edwin Johnson is unable to be here this morning because of a very important executive session of the Finance Committee. He hopes to join us later.

In the absence of the designated chairman, Senator Magnuson, I will start the hearing. The first witness we would like to call is Mr. John Carson, nominee.

Senator TOBEY. Mr. Chairman, I would like to make a request. I have no individual witness in mind, but I request that for these hearings, all witnesses be sworn.

Senator JOHNSON of Texas. Without objection, it will be done. Senator TOBEY. Do you solemnly swear the testimony you are about to give will be the truth, the whole truth, and nothing but the truth, so help you God?

Mr. CARSON. I do.

Senator JOHNSON of Texas. Do you have a prepared statement, Mr. Carson?

TESTIMONY OF JOHN J. CARSON

Mr. CARSON. I do, Mr. Chairman. It will take only a few minutes. Mr. Chairman, I am grateful to the committee for this opportunity to appear and to answer any question the members of the committee wish to ask.

Perhaps the committee would like to know of my background and qualifications for the position as a member of the Federal Trade Commission.

I was born on a farm in Indiana and then moved to Indianapolis where I lived for many years. I began my career of continuous
