Dear Mr. Chairman:

This letter is in response to your letter dated December 24, 1996 approving the reprogramming of $165,000 from funds appropriated to the "Architect of the Capitol, Library Buildings and Grounds, Structural and Mechanical Care" and the transfer of $483,000 from the "Library of Congress, Furniture and Furnishings" to the Architect of the Capitol subject to the notification of the committee in regard to the timing cited in the agreement signed by the agencies. These actions are needed to replenish additional funds that were used to renovate the Coolidge Auditorium.

The agreement signed by our agencies called for the above actions to be submitted to the Appropriations Committees by September 30, 1996. However, the requests were not made until mid November. The delay was due to year end closing and other priority matters.

As evident by the agreement, our agencies have been working together very closely to resolve this funding problem. The timing of the reprogramming requests was coordinated between our agencies. The deviation from the date in the agreement was acceptable to both of our agencies.
