purpose of reimbursing the costs of administering the act are credited to miscellaneous receipts.

Table no. 1 shows the amounts which have accrued to public-land States under the Federal Water Power Act and the Federal Power Act to and including June 30, 1936.

The total collections under section 10 (e) of the Federal Power Act during the fiscal year 1936 were $584,156.23. Of this sum, $583,474.79 was distributed in accordance with section 17 of the act as follows: In addition to the amount credited to the various States, there was credited from public-land projects the sum of $19,400.83 to the reclamation fund and $4,850.21 to the general fund of the Treasury. Under collections from projects, jurisdiction over which is based on navigable waters, there was credited to a special fund for expenditure under the direction of the Secretary of War in the maintenance and operation of dams and other navigation structures the sum of $102,640.25, with a like sum credited to the general fund of the Treasury. From collections on account of Indian lands the sum of $3,606.52 was credited to the various reservations. The proceeds of charges made by the Commission for the purpose of reimbursing the United States for the costs of administering the act, paid into the Treasury of the United States and credited to miscellaneous receipts, amounted to $335,786.11. Of the remaining $681.44, credits amounting to $643.37 were made to the Oregon and California land-grant fund on account of collections from revested Oregon and California railroad grant lands, in accordance with the act of Congress approved June 9, 1916 (39 Stat. 218), as interpreted by the Comptroller General in his decision A-38237, September 5, 1931; and $38.07 to the Coos Bay wagon-road grant fund, on account of collections from Coos Bay wagon-road grant lands, in accordance with the act of Congress approved February 26, 1919 (40 Stat. 1180, sec. 5).

The total fees collected from licenses issued under the Federal Water Power Act and the Federal Power Act and the distribution thereof, covering the period June 11, 1920, to June 30, 1936, are shown in tables 2 and 2a.

The President of the United States by Executive Order No. 6251, dated August 19, 1933, authorized and directed the Federal Power Commission to make "a survey of the water resources of the United States as they relate to the conservation, development, control, and utilization of water power; of the relation of water power to other industries and to interstate and foreign commerce; and of the transmission of electrical energy in the United States and its distribution to consumers;

Under this authority the work of the National Power Survey was continued during the fiscal year 1936 until March 20, 1936, at which time the staff was transferred to the regular roll of the Federal Power Commission to assist in the performance of the duties delegated to the Commission by the Federal Power Act. During the period from July 1, 1935, to March 20, 1936, the National Power Survey completed a report on the Principal Electric Utility Systems in the United States, since published by the Federal Power Commission as Power Series No. 2. Investigations and studies were continued during this period on related subjects, particularly the Cost of Distribution of Electricity, since published as Power Series No. 3; the Use of Electric Power in Transportation. since published as Power Series No. 4; Statistical Review of Power Plants and Generation of the Public Utility Industry; Statistics of Electric Generating Plants in the United States, since published as Power Series No. 6; Power Requirements of the Electrochemical, Electrometallurgical, and Allied Industries: the Uses and Requirements for Electric Energy in the Manufacturing Industries; and Production of Energy from Fuels and Water Power. Among the subjects investigated and studied in detail during this period were the Coordination of Power Resources and Requirements in the Southeastern States and Power from Major Federal Projects. Many other special studies, compilations, aud statistical reports were made. Two large wall maps in color were completed and published, namely, Service Areas of the Principal Electric Utility Systems in the United States and Principal Generating Plants and Electric Transmission Lines of the United States. A wall chart entitled "Corporate Relationship of the Principal Electric Utility Systems in the United States" was also completed and published.
