In conclusion, I would like to express my appreciation to the chairman of the Subcommittee on Labor, Senator Harrison Williams, and to the ranking minority member, Senator Javits, for the opportunity of appearing before the subcommittee in executive session to discuss my suggestions and proposed changes in the bill. AUTHORIZING THE PRINTING OF A REVISED EDITION OF THE PUBLICATION "OUR CAPITOL" AS A HOUSE DOCUMENT

Mr. JORDAN of North Carolina, from the Committee on Rules and Administration, submitted the following

REPORT

[To accompany H. Con. Res. 193]

The Committee on Rules and Administration, to which was referred the concurrent resolution (H. Con. Res. 193) authorizing the printing of a revised edition of the publication "Our Capitol" as a House document, having considered the same, reports favorably thereon with amendments and recommends that the concurrent resolution as amended be agreed to.

House Concurrent Resolution 193 as referred would provide that a revised edition of "The Capitol," compiled under the direction of the Joint Committee on Printing, be printed with illustrations as a House document, and that 469,000 additional copies be printed, of which 439,000 copies would be for the use of the House of Representatives (1,000 per Member) and 30,000 copies would be for the use of the Joint Committee on Printing.

The Senate Committee on Rules and Administration has amended House Concurrent Resolution 193 by increasing the additional copies to be printed from 469,000 to 572,000, and providing that those 103,000 constituting the increase be for the use of the Senate (1,000 per Member).

Further, the committee is approving this concurrent resolution with an understanding with the Joint Committee on Printing that the new edition of the document will place equal emphasis on both Houses of Congress. All previous editions have been oriented more from the House side of the Capitol.

A statement by the staff of the Joint Committee on Printing relative to the proposed new edition of "The Capitol" is as follows:

The compilation of this fifth edition of "The Capitol" has been made the responsibility of the Joint Committee on Printing,

under the chairmanship of Senator B. Everett Jordan of North Carolina.

Rich with the pictorial and textual history of many of the highlights of American tradition and history, this edition significantly will represent both the House of Representatives and the U.S. Senate in a much more balanced manner than any of its predecessors. It will seek scrupulously to avoid a partisan approach or to emphasize personalities except as the majority and minority leadership, and other leaders, by virtue of their office, enjoy an official preeminence.

Continuously and consistently popular with an increasing volume of readers, one of its major avenues of enthusiastic use is via the distribution through Members' offices to the potential audience of hundreds of thousands of Americans from all the States and other visitors from throughout the world who annually visit here.

The printing-cost estimate, supplied by the Public Printer, is as follows:

AUTHORIZING THE PRINTING OF THE CATALOG ENTITLED "1969 LISTING OF OPERATING FEDERAL ASSISTANCE PROGRAMS COMPILED DURING THE ROTH STUDY" AS A HOUSE DOCUMENT

The Committee on Rules and Administration, to which was referred the concurrent resolution (H. Con. Res. 309) authorizing the printing of the catalog entitled "1969 Listing of Operating Federal Assistance Programs Compiled During the Roth Study" as a House document, having considered the same, reports favorably thereon with amendments and recommends that the concurrent resolution as amended be agreed to.

House Concurrent Resolution 309 as referred would provide that there be printed as a House document a catalog entitled "1969 Listing of Operating Federal Assistance Programs Compiled During the Roth Study"; and would further provide that 20,840 additional copies of such document be printed, of which 10,000 copies would be for the use of the Committee on House Administration, 8,780 copies would be for the use of the House of Representatives (20 per Member), and 2,060 copies would be for the use of the Senate (20 per Member). The additional copies of the document prorated to Members of the House of Representatives and the Senate would be allotted for a period of 60 days, after which the unused balances would be distributed by the respective House and Senate document rooms.

The Senate Committee on Rules and Administration has amended House Concurrent Resolution 309 to provide that 3,000 of the 10,000 additional copies of the document originally intended for the use of the Committee on House Administration be allotted to the Senate Committee on Rules and Administration for distribution on the Senate side. This action would still leave 7,000 copies for additional House distribution.
