Mr. GILBERT. The meeting will come to order. Are there any witnesses in favor of H. R. 7951?

Miss MCCALL. I would like to be heard.

Mr. GILBERT. Let us hear from you, Miss McCall.

STATEMENT OF MISS M. PEARL MCCALL, ASSISTANT UNITED
STATES ATTORNEY

Miss MCCALL. I am representing the office of the United States Attorney, and I have here certain exhibits showing the grave necessity for some legislation to limit the incorporation of educational institutions in the District of Columbia [producing documents]. Would you like to see these exhibits I have now or would you prefer to hear some of the other witnesses first?

Mr. GILBERT. You use your own pleasure about that and proceed with your statement in any way you care to present it.

Miss MCCALL. I first would like to call your attention to a publication. It is called the "Masonic Review." I should like to say, though, that the Masonic organization states that this is not a publication that is issued under the authorization of their lodge. In this publication-I brought only one of these magazines, but this is the advertisement that appears in magazines all over the country. [Reading:]

We can legally charter for you a school, institute, sanitarium, hospital, or university to operate anywhere, with degree-giving powers, to issue diplomas accordingly. UNITED STATES INCORPORATING Co., 1914 Seventh Street NW., Washington, D. C. The United States Incorporating Co. is an organization that is not incorporated. The president is Gilbert Patten Brown. Gilbert Patten Brown is now under indictment.

Mr. COLE. Miss McCall, would you put the date of that Masonic Review in the record?

Miss MCCALL. This is February, 1927. I have innumerable magazines in my office carrying the same advertisement. I have some of the schools that have been incorporated. I have the Columbia
