In fiscal year 1993, three positions were reduced from the permanent authorized total of 139, resulting in a total authorized strength of 136 permanent positions for the "Library of Congress Buildings and Grounds, Structural and Mechanical Care" appropriation. This reduction would result in service quality below levels considered to be acceptable for service delivery in the Library Buildings.

A thorough review of the abolished positions was made. It is requested that one position, that is, the most critical in terms of service delivery, be restored at this time.

Restoration of the air conditioning equipment mechanic position is critical. The older Library Buildings have undergone several retrofits to install air conditioning in the buildings, and since then several renovations have been performed to improve system service. The Madison Building's air conditioning systems are now reaching the point that their useful life expectancy is on the decline, and they thus require more maintenance. Because of the extremely valuable library collections stored in the buildings, it is essential to ensure that the air conditioning units work properly at all times to control temperature and humidity. Thus, restoration of this position is considered to be critical.

In summary, restoration of this position is requested in order to
continue operations at the current services level.

General Annual Repairs increased from $75,000 to $78,000..

An inflationary increase of $3,000 is requested for fiscal year 1994 to cover the projected costs of materials required for miscellaneous annual repairs to the James Madison Memorial Building, Thomas Jefferson Building and John Adams Building. The allotment provides for the general structural and mechanical care and repair of the Library buildings.

Miscellaneous Improvements increased from $100,000 to $150,000.

For fiscal year 1994, an increase of $50,000 is requested for the "Miscellaneous Improvements" account for the Structural and Mechanical Care of the Library Buildings and Grounds. The ability to perform necessary but unscheduled work, both maintenance type work and small renovations made at the request of the Library, has been hampered by not having this account increased.

The $50,000 increase for "Miscellaneous Improvements" will provide the needed funding to allow for unanticipated needs to be taken care of by the Architect. This increase was denied in fiscal year 1992 and 1993.

Exterior Pointing and Caulking increased from $60,000 to $63,000...

The requested inflationary increase of $3,000 is necessary to meet the rising costs for the ongoing pointing and caulking program for the Library Buildings. The purpose of the program is to provide routine annual maintenance to the exterior stonework and other masonry to avoid costly emergency repair work.

Asbestos Abatement increased from $142,000 to $150,000.

The requested increase of $8,000 is to meet the increased cost of providing ongoing asbestos abatement in the Library Buildings. Additional costs for transportation and labor as well as the cost for depositing waste materials at appropriate disposal sites are included. Finally, there has been a general increase in the cost of supplies and materials needed for the current level of abatement work. This allotment was last increased in fiscal year 1991.

Funding is requested to provide modifications to the existing Security System, James Madison Memorial Building. Work will consist of replacement of the existing card readers and alarm points, which are outdated and no longer supported by the manufacturer.

This project is being requested to coordinate the Library of Congress ID card security system between the three main Library Buildings. The Renovation and Restoration of the Thomas Jefferson and John Adams Buildings will include improved security measures in both buildings. Part of these measures is to install a new ID card reader system for certain areas that the Library has identified as "secure" areas with limited access privileges.

Modifications to Existing Security System, Madison Building (continued)
We The card readers that will be installed in the two buildings are
not compatible with the old system presently being used in the Madison
Building. In order to avoid the necessity of issuing two separate ID
cards to qualified employees in order to gain access through two
separate systems these funds are requested to install the same type of
equipment in the Madison Building. There are approximately 90 card
readers that must be replaced. These funds were requested and denied
in fiscal years 1992 and 1993.

Replace Electronic Book Conveyor System Control Stations, Madison Building $ 425,000
Funding is requested for the replacement of Book Conveyor System
control stations. These control stations, which were furnished and
installed during the period 1976-1978, are no longer supported by the
Banufacturer. The replacement of the existing control stations will
eliminate considerable down time as well as provide substantial savings
in the parts and labor currently required to repair the units.

When the Madison Building was designed, an automated book conveyor
system was provided to eliminate the need for Library staff to
physically move books from a shelving station to another part of the
library. Similarly, the book conveyor system can be programmed to
return books to their proper shelving stations when a user has finished
examining the material.
