In fiscal year 1993, funding was not approved for 21 vacant
positions in the "House Office Buildings" appropriation. For fiscal
year 1994, an amount of $457,000 is requested to restore funding for
these positions in order for the Building Superintendent to continue
carrying out the necessary maintenance work and custodial care to keep
the House Office Buildings in good order.

The several buildings and garages that make up the House Office
Building complex have experienced increased usage from Members, staff
and visitors over the years. In the past, efforts have been made to
increase cleaning and maintenance schedules to meet demands for
improved appearances. To a large degree, these efforts have proven
effective and the buildings are being maintained better than ever
before. At the same time, new programs have been added to the mission
of the House Office Buildings staff, such as office waste recycling.

The lack of funding for the 21 positions creates, in effect, a 3%
staffing cut to the House Office Buildings operations and maintenance
capabilities. This level of staffing cuts will seriously affect the
ability to provide essential services to the Congress, its staff and
the visitors to the House Office Buildings. This would result in
service quality below levels considered to be acceptable for service
delivery in the House Office Buildings.

It is therefore requested that this funding be approved in order to
fill the 21 vacant positions needed for proper and adequate building
cleaning and maintenance.
