In addition to this upgrading and replacement program, there will be a need for long term monitoring of the active underground storage tanks. The monitoring will be performed by a mixture of electronic sensors, automatic warning systems, and visual inspections. At this time, it is difficult to predict with any accuracy the cost implications of the long term monitoring.
Cost estimates for the underground storage tanks program indicate that base costs for replacement and closure options will total approximately $900,000. The work has been divided into a two year funding program, and thus, an amount of $450,000 is requested on a "No Year" basis in fiscal year 1994 to begin the necessary compliance work. It is further proposed to leave that amount in the budget base for fiscal year 1995. The actual compliance work will take more than two years to complete due to the many variables that may be encountered.
This appropriation provides for the structural and mechanical care of the Capitol; miscellaneous improvements; operation of the mechanical equipment; domestic care of the central portion and most of the areas on the House side; care of Statuary Hall on the House side; and the care of Works of Art in the Capitol; maintenance and operation of the transformer stations in the Capitol group of buildings; and maintenance of (19 Stat. 147). the grounds lighting systems. The Architect performs his duties under authority of the Act of August 15, 1876
A regular force of 193 employees, spread over day and night shifts as required, is needed for 1994 for the care of this building with its 16 1/2 acres of floor area; the House and Senate Chambers, the Old Senate and Supreme Court Chambers, the Dome, Rotunda, Crypt, 540 rooms occupied as offices, Committee and storage rooms, and restaurants and other areas, including extensive corridors; with its extensive mechanical equipment, such as air conditioning systems with over 2,000 pieces of equipment; the electrical transformer stations with their switchboards, switchgear transformers and other equipment; 25 elevators, 2 lifts, 4 kitchen conveyors, escalators, 2 dumbwaiters; approximately 700 plumbing fixtures and piping; Dome floodlighting and grounds lighting systems, including about 70,000 feet of high tension cable; legislative bell and buzzer systems; extensive electronic equipment including the voting system in House Chamber (placed in operation January 23, 1973); speech reinforcement system in House Chamber; and speech reinforcement system in Senate Chamber (placed in operation January 21, 1971), electric fixtures and wiring.
The force requested for 1994 includes: 1 supervising engineer, 1 assistant supervising engineer, 1 assistant to the supervising engineer, 1 general foreman, 1 supply technician, 1 supply clerk, 20 air conditioning equipment mechanics and helpers, 4 decorator-painters, 7 electricians, 5 elevator mechanics, 2 masons, 1 decorative plasterer, 3 plumbers, 3 sheet metal mechanics, 1 machinist, 3 wood craftsmen, 34 day laborers, 29 night laborers, 3 custodial workers, 2 messenger-drivers, 1 assistant head air conditioning engineer, 1 insulator/pipe coverer, 1 head electrical engineer, 1 assistant head electrical engineer, 1 electrical engineer, 13 electrical power mechanics, 4 elevator mechanics - test branch, 12 elevator operators, 3 public address system operators, 8 electronics mechanics, 6 nurses, 1 secretary, 6 central office administrative positions, restoration of five abolished positions and seven new positions.
