The laws of the Conference were amended to provide that the meetings shall be held on the fourth Saturday and Sunday and that fraternal delegates presenting credentials shall be seated with voice but no vote. The Executive Board of the Conference was instructed to prepare a protest against the physicians appointed by the Industrial Accident Board to make examinations in cases of lead poisoning. The Conference unanimously endorsed the five-day week and a five dollar a day wage for the entire state. The Conference also endorsed trade autonomy rights under the laws of the Brotherhood. The Fall River local union was extended a vote of thanks for its hospitality to the visiting delegates. The next meeting of the Conference will be held in Lawrence, July 27th-28th, 1918. CAPTURING THE ENEMY AT WILKES BARRE, PA. Local 41, of Wilkes Barre, Pa., is in the midst of an interesting and very successful campaign for new members. As recording secretary of this local, I received permission to run a series of letters to the nonunion painters. We started with a letter urging the necessity of all men getting together and pulling together as one man for better wages and conditions. We followed up with other letters, at intervals of about eight or ten days, winding up by inviting the non-union painters to an open meeting at which we had the assistance of Brother Jos. F. Kelley-and what he left unsaid to them would not be worth a plugged nickel at a movie show. The great difficulty was to get the ball started rolling. We admit that the letters would not pass muster with a third rate professor for good business English, but, you know, it was only one painter talking to other painters, and they understood us. Some non-union shops in this city have been a thorn in our flesh for the last twelve or fourteen years, and on numerous occasions we have made efforts to get them into our fold. Some of the best men in the Brotherhood have tackled them. Brother Joseph Hunter was here last spring and did good work; he gained the respect of union and non-union men but could not force the stronghold of the enemy. As a last resort we adopted the above plan. The first letter brought one new member and he wanted it known. It also started the men in the largest shop to thinking. They got together and sent us word they were going to come in with us and stated that we need not waste any more postage on their shop; but the 'shot continued to go in their trenches until they capitulated and are with us and helping get the rest. We then centered our united forces on another shop and they, too, had to surrender. As one of the men put it to us: "We either had to join the union or be pestered to death, so it was best to join." We still have one fort to capture and they are now flying the distress signals and assuring us that they, too, will be with us. Besides these there are some who have no regular shop in which to work and we have our guns trained on them. As an illustration of the pep the boys have: Brother B. H. Kilmer, an old war horse in the labor movement and a charter member of 41, who at all times has the best interests of the individual members as well as of the local at heart, in order to encourage the boys to save their money, offered to the one that bought the most U. S. Thrift Stamps or War Certificates by July 1st a prize of one dollar. He also offered a dollar to the one that brought in the most new members by April 1st. Brother Sidney Strohm (a new member) offered $2.50 to the one that brought in the most new members. The above brothers deposited the money with the local's treasurer. Brother Jacob Stine made an offer of $5.00 to the one bringing in the most new members, provided it be not less than five names, all the above to be in by April 1st. We wish to have it understood that the new members we have taken in are of the best class of citizens of this vicinity. They are respected by all who know them, and you can just bet they received the glad hand from the old members of Local 41. You may expect to hear of some surprising things from this old burg in the not distant future, as all are in the spirit to undertake large things and carry them through. J. S. MILLER, R. S. Local 41. A WONDERFUL ENAMEL. (Superintendent Smith, of the Kansas City Railways, in the Electric Railway Journal, tells the story of a wonderful feat in our line. If any of our members believe that they could cover a dark Pullman green with two coats of cream colored enamel, or even a deep orange, they might apply to Mr. Smith for a job.) At the time the receivers for this company were discharged its cars had been painted a dark Pullman green for a period of about sixteen years. The interior, inIcluding the headlining, had been finished in natural wood. The new management decided to change the color standard from a dark to a light color. The idea in mind was that a car of light color could be seen for a greater distance on the street, and also that the light color would make a better appearance and would cause the improvements to be noticed by the public. The new colors selected were used as follows: The body below the belt rail and including the sashes was painted a deep orange; the side posts, letterboard and headlining, cream; the sash, a deep orange, the same as the body, and there was a small amount of Tuscan red trimming. The original plan was to repaint to the light color only such cars as required complete painting, and on cars which were in such physical condition as would permit of revarnishing, the plan was not to change the color until the cars came in for complete repainting. This plan would have required approximately seven years in which to change the color of all the cars. At about this period we had been experimenting more or less with air-drying enamels, and as a further study of their use we took a car with the surface in good condition, except for the varnish, and instead of revarnishing the surface we decided to sandpaper it, to touch up such bad spots as had been caused by contact with other objects, and to give the car two coats of enamel directly over the old green surface. After fourteen months this car was brought to the shops and given a thorough cleaning and inspection. In physical condition and appearance it was found to be superior to a car that had been revarnished for the same period of time. On the strength of this finding we decided to discontinue revarnishing over the dark colors and to change all the cars directly to the light color at once by enameling directly over the old green surface. The result has been entirely satisfactory. Cars which have now been in service two years or more require no additional painting. It is our judgment at present that cars renewed by this process will not require reshopping for painting in a shorter period of time than two and one-half years.
