Mr. MURPHY introduced the following bill; which was read twice and referred to the Committee on Banking and Currency

A BILL

To permit expenditures in connection with the provision of certain public improvements or public facilities in the city of Hayward, California, to be counted as local grants-in-aid to federally assisted urban renewal projects in the city of Hayward, California.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the date of commencement of con4 struction of the City Center Building (City Hall), Down5 town Bay Area Rapid Transit District Station, D Street 6 Underpass, and Grand Street reconstruction, Railroad Signals 7 at A and B Streets, and Underground Piers at A Street, in 8 the city of Hayward, California, local expenditures made in 9 connection with such public improvements and public facili

1 ties shall, to the extent otherwise eligible, be counted as 2 local grants-in-aid for federally assisted urban renewal proj3 ects in the city of Hayward, California, that will be served 4 by such improvements and facilities for a period of time not

to exceed three years beyond the expiration allowed by the 6 second paragraph of section 110 (d) of the Housing Act of 7 1949, as amended.

I am happy to submit the REPORT OF THE TASK FORCE ON LOW-INCOME HOUSING, for which I served as chairman. The full report has been agreed to by all members but one, Mr Joseph D Keenan, International Secretary, International Brotherhood of Electrical Workers, whose "Statement of Dissent" from certain of the recommendations is appended to the report.

It has been a much appreciated privilege to serve as chairman of this group and I thank you for the opportunity. I am sure, also, that the task force members will wish me to convey to you their appreciation for this opportunity to serve and the sincere hope of all of us that the recommendations will be genuinely useful.

Collectively, we are indebted to a number of people in your official family for assistance in our work, notably to Mr Roger Freeman of the White House staff and to Mr Harold Finger of the Department of Housing and Urban Development.
