Mr. HARTKE introduced the following bill; which was read twice and referred to the Committee on Banking and Currency

A BILL

To provide that certain expenses incurred in the construction of a school in Jeffersonville, Indiana, shall be eligible as local grants-in-aid for purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the date of the commencement of con4 struction of the Spring Hill Elementary School in Jefferson5 ville, Indiana, local expenditures made in connection with the 6 construction of such school shall, to the extent otherwise 7 eligible, be counted as local grants-in-aid toward any federally 8 assisted urban renewal project which may be undertaken in 9 the Claysburg area of Jeffersonville in accordance with the provisions of title I of the Housing Act of 1949.

A BILL

To authorize loans under title I of the Housing Act of 1949 to aid in the development of the United Nations Development District.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That part A of title I of the Housing Act of 1949 is 4 amended by adding at the end thereof a new section as 5 follows:

"UNITED NATIONS DEVELOPMENT DISTRICT

7 "SEC. 119. Notwithstanding any other provision of this 8 title, the Secretary is authorized to make, subject to such 9 conditions and requirements as he may deem advisable. 10 temporary and definitive loans, in accordance with sub

1 sections (a), (c), (e), and (f) of section 102, to the 2 United Nations Development Corporation, created and oper3 ating under chapter 345, Laws of New York, 1968, as 4 amended. Such loans shall be for a project or projects con5 sisting of the development of the United Nations Develop6 ment District, as defined in said chapter 345, as amended, 7 in conformity with a development plan or plans that shall 8 be approved after public hearings pursuant to said chapter 9 345, as amended. Such project or projects may include, 10 but not be limited to, the acquisition, clearance, preparation, 11 improvement and development of real property and the 12 construction of public and other facilities and buildings and 13 relocation housing within said district. The Secretary shall 14 not make any such loan unless he has obtained adequate 15 assurance that a relocation program and assistance will be 16 provided as required by sections 105 (c) and 114. The 17 Secretary shall not make any capital grant, relocation pay18 ments or advances for planning to said Corporation. Further19 more, the Secretary shall not make any loan payments 20 under any loan contract executed under this section, except 21 to the extent necessary to pay or cause to be paid to holders 22 (or to their agents or designees) of obligations of the Corpo23 ration the principal of and the interest on such obligations 24 pursuant to any contract or other instrument executed by 25 the Secretary under subsection (c) of section 102 hereof.

1 Except as the Secretary shall deem necessary, determina

2 tions, approvals or requirements under this title pertaining

to loans for other projects shall not be applicable to loans 4 under this section. Wherever 'local public agency' or the 5 plural thereof appears in subsections (a), (c), (e), and 6 (f) of section 102 it shall be construed to include said Corpo7 ration. The interest on any obligations issued by said Corpo8 ration for any project assisted pursuant to this section shall 9 not be exempt from taxation under section 102 (g) of this 10 title or section 103 of the Internal Revenue Code of 1954, 11 as amended.”

SEC. 2. (a) The first sentence of section 4 (a) of the Department of Housing and Urban Development Act is

8 amended by striking out "six" and inserting in lieu thereof

9 "seven".

(b) Subsection (b) of section 4 of such Act is amended
