feasibility of proposed land trades and to develop appropriate legal sateguards to guarantee full and adequate replacement; and

(C) in any case where the land involved is to be developed under the project for a new townin-town, studies to explore and test the feasibility

of the necessary site assembly and to assure that there can be made available an area of sufficient size to give reasonable potential for large-scale development with a substantial increase in the amount of low and moderate income housing in the community;

“(2) planning and developing the project after feasibility has been determined; and

"(3) acquiring the land or space necessary to carry out the project and preparing such land or space for the

development provided for under the project as approved.

"(c) (1) Assistance under this part with respect to an 20 inner city rebuilding project (which, except to the extent 21 that the project involved is part of a project or program 22 approved under part A or part B, shall be separate and dis23 tinct from other assistance under this title in all respects in24 cluding funding) shall be in the form of a grant in an amount.

The Secretary may, 10 notwithstanding the provisions of section 3648 of the Re11 vised Statutes, make advance or progress payments on ac12 count of any grant contracted to be made pursuant to this 13 section. The full faith and credit of the United States is 14 pledged to the payment of all such grants contracted for. "(3) For purposes of paragraph (1), the term 'cost 16 of the undertakings and activities involved' means, insofar as 17 the cost of acquiring and preparing the land or space (as de18 scribed in subsection (b) (3)) is concerned, the difference 19 between

"(A) the cost of acquiring and preparing such land or space (including the cost of track removal and track realignment in the case of land described in section

141 (b) (1) (A) and the cost of eliminating flood and

drainage problems in the case of land described in sec

tion 141 (b) (1) (D)), and

"(B) the re-use value of the land or space as

proposed under the project.

3 In the case of air right sites as described in section 141 (b) 4 (1) (B), such term includes the cost of the design and 5 construction of foundations, platforms, and site access 6 facilities.

"REGULATIONS

"SEC. 143. The Secretary shall prescribe such regula9 tions as may be necessary or appropriate to carry out this 10 part, including such special regulations as may be required 11 to modify the relevant provisions of part A in order to make 12 them effectively applicable under this part in a manner cal13 culated to achieve its purpose."

18 AMENDMENT TO SECTION 701 URBAN PLANNING PROGRAM 19 SEC. 401. (a) In order to provide special assistance 20 for programs of planning and development designed to

assure rational and controlled State and regional growth 22 and stabilization, section 701 of the Housing Act of 1954 23 is amended by adding at the end thereof the following new 24 subsection:

"(j) (1) The Secretary is authorized to make grants

1 to. States and appropriate regional bodies: (including orga2 nizations of representative public officials described in sub3 section (g), State boundary commissions, and, municipal 4 incorporation control agencies) to assist in financing the cost 5. of developing and conducting population growth and urban 6 development planning programs.

7 "(2) Programs assisted under this subsection shall be 8 designed to determine, on the basis of analyses of available 9 basic resources (including water, air, land, and power) 10 and the need to conserve, such resources and to maintain or

recapture a quality environment, where and how..much 12 growth and development ought to take place in the State 13 or region involved and the standards which ought to be 14 established itp/control and stabilize such growth of develop15 ment. Each such program shall include recommendations 16 for improved governmental efficiency through intergovern17 mental arrangements, functional consolidations, general gov18 ernment consolidations, and establishment of service districts 19 under the, control of the general governments involved; and 20shall be designed to undertake or assist.....

and movement, of population in the State or region in
