COMMISSION ON PUBLIC ACCOUNTANCY

During the fiscal year, the members of the Territorial board of accountancy have held two examinations for certificates to practice as certified public accountants in the Territory of Hawaii, in cooperation with the American Institute of Accountants, New York City, as required by section 3675, Revised Laws of Hawaii, 1925. Four applicants were examined, two for original examination and two for reexamination.

With the indorsement of this board, the legislature during its fifteenth session enacted an amendment of section 3677, Revised Laws of Hawaii, 1925, providing that the board may issue certificates by reciprocity to persons who have qualified as certified public accountants or chartered accountants in the mainland United States

or in foreign countries where the standards are equal to those established in Hawaii, after said persons have resided within Hawaii for 12 months next preceding their application for said certificate. Prior to said amendment, the board could not grant certificates by reciprocity until the applicant had held his mainland certificate or his certificate from a foreign country for at least three years, with no requirement of local residence. Obviously, the requirement of local residence is a very satisfactory safeguard..

TERRITORIAL RETIREMENT SYSTEM

The active-service register on June 30, 1929, recorded a total registration since the commencement of the system of 4,927. The register of withdrawn members on the same date recorded 939 withdrawals, leaving a net membership on June 30, 1929 of 3,988. During the year there has been an increase in membership of 613. Following is the distribution of the membership:

The administration expenses and the Territory's contribution to the pension accumulation fund are provided in items in Act 263 of 1927, as follows: Administration expenses, $54,000; contribution to pension accumulation fund, $193,481. Contributions made by members during the year amounted to $313,746.10. Ordinary death benefit payments were made amounting to $15,980.11. Refund of accumulated contributions, with interest at 4 per cent compounded annually, were made totaling $39,942.69. The service retirement pay roll of June 30, 1929, contains the names of 46 persons, requiring a monthly payment of $2,768. Nonpermanent pensioners provided by Act 267, session laws 1927, monthly payments amount to $925. Annuity savings fund, balance, $870,261.83. Annuity reserve fund, balance, $16,228.03. Receipts of the retirement system for the fiscal year, $1,014,049.12. Assets of the retirement system as of June 30, 1929, $1,831,378.16.

The total amount of money collected in the Territory of Hawaii by the United States Internal Revenue Service since the organization of the Territorial government is $107,672,169.23. Total disbursements during the same period, including salaries, incidental expenses, and refunds, have been $855,504.41, leaving net collections of $106,816,664.82.
