Honolulu Gas Co. (Ltd.).-There was a reduction in the rate schedule of the Honolulu Gas Co. (Ltd.), totaling 21⁄2 cents per thousand cubic feet of gas.

Honolulu Rapid Transit Co. (Ltd.). Under the provisions of Act 253 of the 1929 legislature, the Honolulu Rapid Transit Co. (Ltd.) was granted relief from the payment of a franchise tax.

Maui Electric Co. (Ltd.). A thorough investigation, including a public hearing, of the affairs of the Maui Electric Co. (Ltd.), located at Wailuku, county of Maui, was made for the purpose of establishing a rate base for this company.

There have been reductions during the year in the rate schedule of this company, totaling a decrease of approximately 10 per cent on all classes of electric current; and a reduction in the special rate to consumers in the Kula district, which will amount to approximately 45 per cent on the general lighting classification. This company has materially extended its service during the year.

Hilo Electric Light Co. (Ltd.).-There was a reduction in the rate schedule of the Hilo Electric Light Co. (Ltd.), located at Hilo, county of Hawaii. Under Act 55 of the Session Laws of 1929 this company was granted a franchise for the manufacture, maintenance, distribution and supply of electric current for light and power within the district of Hamakua, island of Hawaii, subject to the approval of the Congress of the United States, such approval to be procured within four years from the date of approval by the governor, viz, April 19,

1929.

Interurban Electric Co. (Ltd.).-There was also a reduction in the rate schedule of the Interurban Electric Co. (Ltd.), located at Hilo. Hilo Gas Co. (Ltd.).—During the year there has been a reduction in the rate schedule of the Hilo Gas Co. (Ltd.), located at Hilo, island of Hawaii, resulting in a saving of approximately 12 per cent to all

consumers.

Kauai Light & Power Co. (Ltd.).—The right of electric franchise for the Hanapepe district, on the island of Kauai, was purchased during the year by the Kauai Light & Power Co. (Ltd.), a recently incorporated company with a capitalization of $20,000, divided into 2,000 shares of the par value of $10 each, formed for the purpose of supplying electric current as provided by Act 24 of the 1927 Session Laws. The commission approved a rate schedule and said company began operations on January 1, 1929.

Kapaa Electric Co. (Ltd.).-Under Act 88 of the Session Laws of Hawaii, 1929, the Kapaa Electric Co. (Ltd.), located at Kapaa, island of Kauai, was granted an exemption from taxation for the period of five years from and after the 1st day of January, 1929.

The accounts and records of the larger and more important utility corporations have been kept in conformity with the uniform classifications heretofore prescribed by the commission, and as a result thereof permit of ready audit, account analysis, and comparison at all times.

During the year an annual report form for electric utilities was devised and adopted for the purpose of receiving the financial and statistical data from this class of utilities in a uniform manner.

WORKMEN'S COMPENSATION

Under the Territorial workmen's compensation law an industrial accident board is appointed by the governor for each municipal division. The board, sitting at Honolulu, held 50 meetings, passed upon 342 claims involving 781 hearings. Thirty-seven racial classifications were represented in the 5,873 accidents dealt with; married 2,869, single 3,004.

The majority of the sugar and pineapple plantations and canneries maintain their own medical staff and hospitals for the care of their employees and do not report to the board the cost of the medical and hospital services for each individual accident. For this reason the figures quoted above do not include these items of expense, to wit, medical, surgical, and hospital services and supplies afforded employees of plantations and canneries.

Hawaii County.-The industrial accident board notes quite a decrease in the number of accidents-1,447 as compared with 1,593. There were 607 accidents, or 41.94 per cent, which did not entail compensation. In a number of cases compensation was voluntarily paid by the employer. There were nine fatal accidents.

Medical expenses during the year totaled $23,113. The amount reported as paid for compensation during this period is $14,690. In many instances where compensation is allowed for permanent partial disability reports are not received until the last payment is made. These, as well as payments made account fatal accidents, often run over long periods and extend from one year to another.

Maui County.-The industrial accident board held 11 meetings. Accidents reported, 963. Total paid recovered employees, $11,991.45. Medical and hospital expense reported, $9,258.27. Compensation being paid as death benefits, $2,082.58; for periodical payments, amputations, etc., $986.19.

Kauai board. Total number of accidents reported, 232. Number of accidents with compensation, 105. Amount of compensation paid, $4,454.58.
