The present low band system does not provide total coverage for the county due to the low power antiquated equipment, plus the skip factor and coverage from other low band systems.

The installation of new radio communications equipment for all law enforcement jurisdictions in Barron County. This new system will have the capability of non-interference communications not only with entities within the county, but also direct base to mobile and mobile to mobile communications with surrounding local police jurisdictions, State Patrol units, Conservation Warden units and Federal officers. The need for new updated equipment is of vital importance to law enforcement in this county. All of the police officers operate on a one vehicle, one man basis and the new communications will provide the additional assistance and security required in the performance of public safety and control. Attached to Act 2 of this application is a proposal submitted by Motorola, Inc., listing the equipment required to meet the needs of this county and specifications as outlined by the Communications Task Force Committee. This proposal by Motorola, Inc. is submitted only as a guideline for the purpose of listing equipment and estimated costs for this project. There has been no commitment to this firm. Purchase will be made on a bid basis by the Barron County Board.

GENTLEMEN: Motorola Communications and Electronics, Inc., submits the following proposal for a new high-band mobile relay two-way radio system for your county. We, at Motorola, thank your county for this opportunity to design for you a total communications system for your entire county with the latest in electronics equipment on the market today.

SYSTEM DESIGN

This two-way system is designed to operate in the 150–174 mhz range, utilizing a mobile relay base station located at a centrally located point in the county. Control points for the mobile relay station. will be at the following locations: Base station control points: Rice Lake; Cumberland; Chetek. Remote Control Wire Line: Barron County Sheriff, City of Barron.

In addition to the county Mobile Relay system, this proposal includes a base station for point-to-point communications with neighboring counties, and squad cars from neighboring counties. In addition, all mobiles will include capabilities of operating their own mobile relay station on duplex, and the frequency 155.370 (Point-to-Point) and the frequency 155.475 (State coordinating channel). All of the mobile units have wide-spaced transmitter capability on one duplex frequency and 3 additional simplex frequencies.

WISCONSIN COUNCIL ON CRIMINAL JUSTICE

GRANT AWARD

The Wisconsin Council on Criminal Justice hereby awards to Barron County (herenafter called the "Grantee") the amount of $24,383 for programs or projects pursuant to Part C, Title I of the Omnibus Crime Control and Safe Streets Act of 1968.

This grant may be used until October 31, 1971 for the programs or projects enumerated in Attachment A to this grant award, subject to any limitations or conditions set forth in Attachment B to this Grant Award.

The Grantee shall administer the programs or projects for which this grant is awarded in accordance with the applicable rules, regulations, and conditions of the Council, as set forth in Attachment C to this Grant Award.

This grant shall become effective, and funds may be obligated (unless otherwise specified in Attachment B) when the Grantee signs and returns a copy of this Grant Award to the Council. NOVEMBER 13, 1970.

ATTACHMENT B-SPECIAL CONDITIONS

BARRON COUNTY

1. The applicant must submit proof of frequency assignment authorization prior to the release of any funds.

2. Purchase of mobile radio units is limited to those vehicles where the primary function is patrol or investigative work.

3. It should be noted that in awarding this grant the Wisconsin Council on Criminal Justice does not endorse any specific equipment manufacturer, vendor, or professional services. See General Conditions, paragraph 2, 4, and 5.

BARRON, WIS.,
March 4, 1971.

The Law Enforcement Committee met on March 4,* 1971 to hear proposals on the new county-wide radio system. Officers and city or village councilmen from Barron, Prairie Farm, Cameron, Chetek, Cumberland, Dallas, Rice Lake were present. There were no participants from the Village of Turtle Lake. Representatives from the Motorola Corporation and General Electric Co. presented their sales talks on each unit. These men were Kenneth Carlson from General Electric and William Kenyon from Motorola. Questions were asked by most of the officers present.

Both representatives were excused and a general discussion was held.

Sheriff Larson told the officers present that $24,382.80 was approved by the government for this project and the balance is to be paid by local government. It was moved by Jim O'Brien, Chief of Police at Rice Lake, and seconded by Chief Desrude of Barron, to purchase the Motorola unit and the motion was carried.
