DELIVERY AND LICENSING

New license applications will be necessary for approval by the FCC, which I will assist you with. Allow at least 12 weeks delivery on the equipment from receipt of the order at our factory.

GRANT AWARD

The Wisconsin Council on Criminal Justice hereby awards to St. Croix County (hereinafter called the "Grantee") the amount of $23,143 for programs or projects pursuant to Part C, Title I of the Omnibus Crime Control and Safe Streets Act of 1968.

This grant may be used until December 31, 1970 for the programs or projects enumerated in Attachment A to this grant award, subject to any limitations or conditions set forth in Attachment B to this Grant Award.

The Grantee shall administer the programs or projects for which this grant is awarded in accordance with the applicable rules, regulations, and conditions of the Council, as set forth in Attachment C to this Grant Award.

This grant shall become effective, and funds may be obligated (unless otherwise specified in Attachment B) when the Grantee signs and returns a copy of this Grant Award to the Council.

Equipment and communications system must have compatability and compliance with the rules and guide-lines suggested by the Communications Ad Hoc Committee of the Council on Criminal Justice in the State of Wisconsin. It is the responsibility of the bidding party to comply with these guide-lines in the complete system proposal. System design must implement multi-frequency capabilities for operation on the frequencies allocated by the Associated Public Safety Communications Officers, Inc. for use by our county in a state-wide communications network. PROPOSAL

The St. Croix County Communication Equipment revised proposal that was submitted in November, 1969, and approved by the Wisconsin Council on Criminal Justice is now in the process of purchasing the equipment stipulated in this proposal.

Several bids were submitted for this equipment and the Motorola Corporation was awarded this contract by the St. Croix County Board of Supervisors. The revised estimate of costs for this equipment was $38,572.10 and the bid for this same equipment by the Motorola Corporation was $30,450.30.

Since the original application for this assistance was submitted, we find that additional communication equipment is necessary. Due to the addition of two police officers to the Sheriff's Department, two additional four-frequency widespace transmitter mobil units will be needed. One mobil unit will be installed in the Sheriff's Department boat for use in patrol due to the high crime rate in thefts of out-board motors, boats, burglaries of lake homes and cottages, etc. We think it is necessary to have this communication system on the boat so the patrolling officer has radio contact at all times. This mobil unit will be utilized during the winter months in one of the private cars, thus providing the department with an unmarked surveillance squad car.

Also the small communities of Hudson, New Richmond, Glenwood City, Hammond and Baldwin in the county have a great need for a five-watt HandieTalkie portable radio with all the necessary accessories. Therefore, we are requesting five of these Handie-Talkie portables for these small communities to have. These small communities often have only one man on duty at a time and when he leaves his squad car to check his area it is necessary for him to have a portable radio with him so he has immediate contact with the base station and help if it is needed.

There has been some remodeling of the Sheriff's Office since the original application for assistance was submitted and we deem it necessary for two additional remote control desk-set radios to be installed in the new Sheriff's and Chief Deputy's offices. The new lay-out of the Sheriff's Offices makes it difficult for the Sheriff to get to the radio-dispatcher's desk for the necessary contact with the cars in the field and also since there is only a combined radio-dispatcher and jailer, the Sheriff or his secretary find it necessary to answer the radio frequently during the day. We therefore feel it very important for the Sheriff to have a desk radio in his office.

The following is the budget supplementary for the additional equipment requested:

5 Five-watt Handie-Talkie portable radios with all necessary accessories including charger, case and four extra batteries. (At $1,000.00 per unit.)___

2 Eighty-watt mobil radio units with four frequency wide-space transmitter. (At $1,300.00 per unit.).

2 Remote control desk-set radios. (At $260.90 per unit)_

The remaining funds in this project account will be $8,121.80 after the contract bid of $30,450.30 is paid to the Motorola Corporation.

Federal funds amount to 60% or $4,873.08. Local share will be 40% or $3,248.72. The St. Croix County Sheriff's Department and the St. Croix County Board of Supervisors requests that permission be granted to use the remaining funds in this project account for the purchase of the above stated equipment that is so necessary to the operation of an efficient department.
