WISCONSIN COUNCIL ON CRIMINAL JUSTICE

GRANT AWARD

The Wisconsin Council on Criminal Justice hereby awards to Polk County (hereinafter called the "Grantee") the amount of $39,051 for programs or projects pursuant to Part C, Title I of the Omnibus Crime Control and Safe Streets Act of 1968.

This grant may be used until December 31, 1971 for the programs or projects enumerated in Attachment A to this grant award, subject to any limitations or conditions set forth in Attachment B to this Grant Award.

The Grantee shall administer the programs or projects for which this grant is awarded in accordance with the applicable rules, regulations, and conditions of the Council, as set forth in Attachment C to this Grant Award.

This grant shall become effective, and funds may be obligated (unless otherwise specified in Attachment A) when the Grantee signs and returns a copy of this Grant Award to the Council.

SPECIAL CONDITIONS-POLK COUNTY

1. The applicant must submit proof of frequency assignment authorization prior to the release of any funds.

2. Purchase of mobile radio units is limited to those vehicles where the primary function is patrol or investigative work.

3. It should be noted that in awarding this grant the Wisconsin Council on Criminal Justice does not endorse any specific equipment manufacturer, vendor, or professional services. See General Conditions, paragraph 2, 4, and 5.

GENERAL ELECTRIC LIST OF EQUIPMENT

The prices listed below are list prices for budgetary and planning purposes only. This is not considered a bid. Should Polk County desire more exacting prices, General Electric will supply them as part of a firm bid in compliance to bidding procedures.

Balsam Lake Repeater Station

90 Watt mobile repeater station, General Electric Model #DM76YAU-SP complete with Duplexer for repeater operation, antenna and feed line. List Price, $2,861.00.

St. Croix Falls Repeater Station

90 Watt mobile repeater station, General Electric Model #DM76YAU-SP complete with Duplexer for repeater operation, antenna, feed line, and emergency power supply. List Price, $3,270.00.

It is recommended that due to Federal regulations not permitting funding of transmitter buildings, that Polk County contract for the house separately. Estimated Price, $800.00.

Sheriff's Office Station

90 Watt, three channel transmit and two receivers for local repeater control and Intersystem use. Locally controlled station with a wide-space transmitter. List Price, $2.435.00.

70 foot self-supporting tower, antenna, feed line. Installed List Price, $1,300.00. Monitors

Low band monitor, all solid state for monitoring Wisconsin State Patrol with antenna and feed line. List Price, $225.00.

Same as above except two channel for Minnesota Highway Patrol and Wisconsin. List Price, $250.00.

High band monitor, all solid state for monitoring neighboring sheriffs, two channels with antenna and feed line. List Price, $255.00.

Amery Control Station

35 Watt all solid state desk top station complete with 12 hour clock, microphone antenna and feed line. List Price, $1,289.00.

Mobile Stations

90 Watt wide-spaced transmitters equipped for full four channel operation. Repeater selection capability and receiver tone squelch circuitry. List Price, $1,837.00.

Portable Stations

4.5 Watts output with rechargeable batteries. Repeater selection capability. One channel transmit and receive. List Price, $889.00.

All members present.

The meeting was held with radio personnel from G.E. and Motorola. Amery Press, Jerry Sondreal and Luck Enterprise, Jean Cooper were also in attendance.

G.E. Quotation price (not a bid) $58,647.00. 60 to 90 days after bid is accepted. 90 watt.

Motorola Quotation price (not a bid) $52,067.50. 90 days after bid is accepted. 110 watt.

Next meeting of the Law Enforcement Committee, July 14, 1 p.m.

LAW ENFORCEMENT MINUTES

Law Enforcement meeting was held January 20th, 1971.

Members present: Cyril Jensen, Harold Anderson, Merle Beedle, Bob Moore and Jim Moore. . . .

Arlie Clausen met with the group to discuss the new radio system and present a price. The licenses will be given to the sheriff and he will be responsible for its use. The plan is that the County would buy the entire system for the County, this would mean Villages and Cities, but they would each maintain their machines. This would include a 200 ft. lighted tower and building. It would have to be in a different place than the old one.

The total cost for all County units.--
Motorola would give 10 percent discount_.

Federal grant of at least 60%, if applied for by this Spring and possibly more. This grant is on a yearly basis and could be removed by another year. It will be mandatory by 1973 to have this new system at 60% Federal money, the balance for County to pay would be about $17,000.00.
