The Grantee shall administer the programs or projects for which this grant is awarded in accordance with the applicable rules, regulations, and conditions of the Council, as set forth in Attachment C to this Grant Award.

This grant shall become effective, and funds may be obligated (unless otherwise specified in Attachment B) when the Grantee signs and returns a copy of this Grant Award to the Council.

PIERCE COUNTY

LAW ENFORCEMENT COMMITTEE MEETING-APRIL 30, 1970

The Meeting was called to order by Chairman Tom Tyler at 9:00 P.M. Committee members Neil Werner, Donald Collett, Lawrence Weber, Chairman of the County Board of Supervisors, Norman "Ole" Anderson, Chairman of the St. Croix County Board of Supervisors, Felix Rivard, Chairman of the Sheriff's and Magistrates Committee from St. Croix County. William Kenyon of Motorola. Sheriff Roy H. Simenson, Chief Traffic Officer Cal Langer, Chief Deputy Sheriff Ron Miller were in attendance.

There was considerable discussion in regard to the police radio communication system which has been approved by the Wisconsin Council on Criminal Justice. There was some question as to whether or not State Statutes or County Ordinance would make it necessary to advertise and accept quotations from other manufacturers of radio equipment. A motion was made by Donald Collett, seconded by Neil Werner that a request for quotations on a new communication system for the Pierce County Sheriff's Department be published in the local county papers on May 7th, 1970 and the sealed quotations must be returned to the office of the Pierce County Clerk by 4:30 p.m. on May 21st, 1970. Specifications are available at the County Clerk's Office and a $25.00 deposit fee is required. The quotations will be considered by the Law Enforcement Committee at 8:00 p.m. on May 21st, 1970 at the Office of the Pierce County Sheriff. The Law Enforcement Committee reserves the right to reject any or all quotations and to waive any information in quoting. The motion carried.

A motion was made by Neil Werner, seconded by Donald Collett that the Grant Award be duly signed by Lawrence Weber, Chairman of the Pierce County Board of Supervisors and forwarded to the Wisconsin Council of Criminal Justice. The motion carried. .

A motion was made by Tom Tyler and seconded by Donald Collett at 11:15 P.M. that the meeting be adjourned. The motion carried.

PIERCE COUNTY LAW ENFORCEMENT COMMITTEE MEETING-MAY 21ST, 1970 The meeting was called to order by Donald Collett, Acting Chairman in the absence of Tom Tyler who was unable to attend the early part of the meeting. Lawrence Weber, Chairman of the Pierce County Board of Supervisors, Donald Collett, Neil Werner, members of the Law Enforcement Committee, Sheriff, Roy H. Simenson, K. D. Carlson, Edward Fina, Mr. Roberts of the General Electric Company, William Kenyon and Arlie Clausen of Motorola Communications and Electronics Inc. were present at the meeting.

A motion was made by Lawrence Weber and seconded by Neil Werner that we dispense with the reading of the minutes of the last meeting. The motion carried.

This meeting was held for the purpose of discussing bids for a new communication system for Pierce County. General Electric and Motorola both submitted bids and Sheriff Simenson stated that the committee was now ready to open the bids. At this time Mr. K. D. Carlson suggested that the representative of each company be given an opportunity to discuss the communications system they were prepared to furnish Pierce County and answer any questions which might arise. This discussion would be in the presence of the Law Enforcement Committee and Sheriff Simenson. Mr. Carlson also stated that it was agreeable to him if Motorola would appear first. Mr. Kenyon of Motorola had no objections and it was agreed that we proceed in the manner suggested by Mr. Carlson and it was further agreed that the committee would then have the representatives of both companies return to the office for additional discussion before the committee. A motion was made by Neil Werner and seconded by Donald Collett that the Law Enforcement Committee and Sheriff Simenson discuss the various bids in the absence of the representatives of the two companies submitting the bids. The motion carried.

The General Electric Company representatives left the office and Mr. Kenyon and Mr. Clausen made a brief statement regarding the equipment they were offering in their bids and then asked if there were any suggestions. Very few questions were asked and they left the office at which time Mr. Carlson, Mr. Fina and Mr. Roberts returned to the office. Mr. Carlson discussed the equipment included in their bid in somewhat more detail and some questions were asked as their bid was considerably lower than the Motorola bid. It appears that the greatest cause for the large price differential was caused by the bids on the mobile units for the police cars. Some questions were asked.

Chairman Tom Tyler returned at 9:35 P.M. and replaced Donald Collett as Chairman of the meeting.

The representatives of both companies were called back to the office after the committee and Sheriff Simenson had discussed the various bids etc. Mr. K. D. Carlson maintained that the specifications called for were in some instances impossible to meet; but he stated that he had called various officials in Madison, including representatives of the Wisconsin Council on Criminal Justice and representatives of the Adhoc Commission on Communications and discussed these matters with them. As a result of these discussions, Mr. Carlson assured us that the equipment included in his bid would meet the requirements set forth in the Omnibus Crime Bill (Wisconsin Council on Criminal Justice) although it might not meet the requirements of the specifications. Mr. Kenyon asked some questions regarding the mobile units which apparently did not meet specification requirements. Considerable time was spent in discussing the various bids, equipment to be furnished and the maintenance service to be provided.

The representatives of the two companies submitting bids left the meeting while the committee and Sheriff Simenson continued the discussion. A motion was

made by Donald Collett and seconded by Neil Werner that all quotations be rejected and that this matter be discussed at the next meeting of County Board of Supervisors. The motion carried.

The representatives of the two companies returned to the meeting and were advised that the bids were rejected. Mention was made regarding the fact that even the low bid was higher than anticipated, which would result in an increase in the county's share to become more than the county had allocated for this project. There was also some discussion regarding an allowance for the trade-in of the present police radio equipment owned by the county. Mr. Kenyon and Mr. Carlson agreed that this would be possible; but Mr. Carlson stated that they would have to inspect the equipment prior to making any allowance which was agreeable to the committee.

A motion was made by Neil Werner and seconded by Tom Tyler that the meeting be adjourned. The motion carried.

LAW ENFORCEMENT COMMITTEE MEETING JUNE 3, 1970

The Meeting was called to order by Chairman Tom Tyler at 8:30 P.M. Donald Collett, Neil Werner, members of the law enforcement committee, Sheriff Roy H. Simenson, Attorney Dale E. Jurgensen of the Pierce County Board of Supervisors and Perry Larson, Police Chief at River Falls were present.

This meeting was held for the primary purpose of discussing the new communications system for Pierce County Law Enforcement and to repair a request for bids to be published in the county papers. Considerable time was spent discussing this matter and one of the questions which was raised was whether or not the police radio equipment now in use should be traded in on the new equipment. It has the feeling of the committee that this would perhaps be unfair to bidders outside of Motorola as all of our equipment is Motorola.

A motion was made by Donald Collett, seconded by Neil Werner that we run an ad in all of the Pierce County papers on June 11th, 1970. The bids would be identical to the previous al of May 7, 1970 and would read as follows:

The Pierce County Law Enforcement Committee will accept sealed bids for a new communications system for the Pierce County Sheriff's Department. Bids must be submitted to the Office of the Pierce County clerk not later than 4:30 p.m. June 25th, 1970 and will be opened at 8:00 p.m. on June 25th, 1970 at the office of the Pierce County Sheriff. Specifications are available at the Pierce County Clerk's office and a $25.00 deposit fee is required. The Committee reserves the right to reject any or all bids, and the bids will remain the property of Pierce County.

With the exception that the bids submitted will remain the property of Pierce County. The bids must be returned to the office of the Pierce County Clerk not later than 4:30 P.M. on June 25th, 1970 and will be opened at 8:00 p.m. on June 25th, 1970 at the office of the Pierce County Sheriff.

Motion made by Donald Collett and seconded by Neil Werner that the meeting be adjourned. Motion carried.
