This accumulation of business has been provided for from time to time by Congress, in authorizing necessary additions to the examining force. This force for the present is deemed sufficient. But there are still departinents. of the business and labor of the office which have increased in a corresponding ratio with the examinations, and no provision made by Congress to relieve them.
