Section 1 of the bill contains 119 projects, practically all of which are necessary modifications of existing waterway improvements. It has been 2 years since an omnibus rivers and harbors bill has been enacted, and the improvements herein authorized are deemed to be necessary and urgent for the present requirements of commerce and navigation.

The total appropriation necessary to complete these projects is $31,720,300, to be distributed throughout a period of years. appropriation for the coming fiscal year is called for.

While the total amount, $31,720,300, covers an accumulation of 2 years, yet it is the smallest sum total authorized in any river and harbor bill since the adoption of the Budget in 1920. This is largely due to the fact that river and harbor improvements have been well cared for during the past few years, both from specific appropriations and from emergency funds.

All projects in the bill have the unqualified approval of the Chief of Engineers and the Board of Engineers for Rivers and Harbors of the War Department. They also have the unanimous approval of the Committee on Rivers and Harbors after exhaustive hearings and investigation.

The bill also involves the question of national defense, particularly in connection with the airplane bases to be provided in the distant Pacific Islands. While serving the demands of commerce, these bases will also subserve the interests of the trans-Pacific mails.

RECOMMENDATIONS OF THE CHIEF OF ENGINEERS IN REGARD TO THE PROVISIONS OF THIS BILL

CHELSEA RIVER (BOSTON HARBOR), MASS.

Recommends modification of the present project for improvement of Chelsea River or Creek (Boston Harbor), Mass., to provide a channel generally 30 feet deep and 200 feet wide from the mouth of the creek to a point opposite the Hartol Oil Co. terminal; at an estimated cost of $641,000 for new work, with maintenance estimated at $6,000 annually; provided local interests agree to lower the existing sewer siphon near the Chelsea Street Bridge if and when found necessary by the Secretary of War.

TOWN RIVER, QUINCY, MASS.

Recommends the improvement of Town River, Quincy, Mass., to provide a channel 24 feet deep and generally 150 feet wide from deep water in Weymouth Fore River to a point opposite the upstream end of the Quincy Oil Co. terminal, a distance of 6,700 feet, with a turning basin 18 feet deep, 400 feet wide, and roughly 1,000 feet long at the inner end; and a channel 15 feet deep and 100 feet wide thence to a point just below the plant of the Quincy Electric Light & Power Co., a further distance of 1,370 feet; at an estimated cost of $456,400 for new work, with maintenance estimated at $6,000 annually; provided local interests contribute 30 percent of the initial cost of the entire improvement, furnish free of cost to the United States a suitably located right-of-way 400 feet wide, and spoil-disposal areas, bulkheaded where necessary, for new work and for subsequent maintenance as required, and release the United States from all claims for damages attributable to the work of improvement.

SCITUATE HARBOR, MASS.

Recommends modification of the present project for improvement of Scituate Harbor, Mass., to provide, in lieu of the improvements heretofore authorized, an entrance channel 200 feet wide and 12 feet deep from that depth in Massachusetts Bay to a point 70 feet west of the existing south jetty, thence a harbor channel 10 feet deep and generally 150 feet wide extending westward 1,500 feet; an anchorage 10 feet deep, 1,500 feet long and 460 feet in average width along the north side of the harbor channel; and for maintenance of the north and south jetties to their present lengths of 720 and 450 feet, respectively; all at an estimated cost of $139,560 for new work, with maintenance estimated at $3,000 annually; provided the State or other interests agree to dredge and maintain a channel not less than 6 feet deep at mean low water and 100 feet wide to the town wharf, and an anchorage area of the same depth, approximately 400 feet wide and 1,000 feet long northward of the 6-foot area provided by the State in

1935.

CUTTYHUNK HARBOR, MASS.

Recommends the improvement of Cuttyhunk Harbor, Mass., to provide for dredging a channel generally 75 feet wide and 10 feet deep from that depth in the outer harbor to the westerly terminal in Cuttyhunk Pond, a distance of 3,500 feet, with an inner harbor anchorage basin of the same depth, 800 feet wide and 900 feet long, and for maintenance of the existing jetties; all at an estimated cost of $65,000, with maintenance estimated at $3,650 annually; provided local interests contribute 30 percent of the first cost, but not to exceed $19,500, and furnish, free of cost to the United States, suitable spoildisposal areas for new work and subsequent maintenance.

EDGARTOWN HARBOR, MASS.

Reports that the improvement of Edgartown Harbor, Mass., is advisable to provide a channel generally 150 feet 3 and 7 feet deep from Nantucket Sound into deep water of the inner harbor, suitably widened at the bend inside the inner harbor entrance, together with the removal to a depth of 12 feet of the entire Middle Ground Shoal and the outer portion of the shoal inside and east of the entrance to the inner harbor, all at an estimated cost of $21,175 for new work and $500 annually for maintenance, subject to the condition that local interests contribute $10,000 toward the cost of the work, and furnish free of cost to the United States, suitable areas for the disposal of dredged material. No dredging in the outer harbor, under the terms of this project, is contemplated as long as its present satisfactory condition for navigation prevails.

NEW BEDFORD AND FAIRHAVEN HARBOR, MASS.

Recommends modification of the present project for improvement of New Bedford and Fairhaven Harbor, Mass., to provide for dredging the area west of a line 50 feet channelward of the Fairhaven Harbor line to a depth of 15 feet over widths of 150 to 400 feet from the Peirce & Kilburn wharf on the south to the old south wharf on the north, thence to 10 feet over a width of 150 feet to a point 1,000 feet south of the old causeway pier; at an estimated cost of $40,770 for new work, with maintenance estimated at $1,300 annually in addition to the amounts now required; provided local interests contribute in cash 50 percent of the initial cost of the improvement, but not to exceed $20,400.

PROVIDENCE RIVER AND HARBOR, R. I.

Recommends the modification of the present project for the improvement of Providence River and Harbor, R. I., to provide for a channel 35 feet deep and generally 600 feet wide from deep water in upper Narragansett Bay to the turn below Fields Point, thence of the same depth and of width ranging up to 1,700 feet to Fox Point, excluding a marginal strip 75 feet wide outside of established harbor
