In lieu of the matter inserted by said amendment insert the following: $2,000,000 and, prior to July 1, 1939, $2,000,000 additional may be obligated under contracts for such purchase, construction and installation of additional air navigation aids: Provided further, That the Secretary of Commerce before entering into any such contract shall personally certify that in his opinion it is necessary in the public interest: Provided further, That a full report of all such certifications and of all expenditures under this item shall be made to Congress on or before July 1, 1938; and the Senate agree to the same.
