POST ROADS

Revised Statutes, Sec. 3964 [39 U. S. C., Sup. V, 481]. The following are established post roads:

All the waters of the United States, during the time the mail is carried thereon.

All railroads or parts of railroads and all air routes which are now or hereafter may be in operation.

All canals, during the time the mail is carried thereon.

All plank roads, during the time the mail is carried thereon.

The road on which the mail is carried to supply any courthouse which may be without a mail, and the road on which the mail is carried under contract made by the Postmaster General for extending the line of posts to supply mails to post offices not on any established route, during the time such mail is carried thereon.

All letter-carrier routes established in any city or town for the collection and delivery of mail matters. (As amended by section 1107 (a) of the Civil Aeronautics Act.)

AIR NAVIGATION IN THE CANAL ZONE

[Provision in Act of July 9, 1937, 50 Stat. 486]

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That chapter 1 of title 2, Canal Zone Code, approved June 19, 1934 (48 Stat. 1122), is amended by adding at the end of said chapter a new section numbered 14 and reading as follows:

"14. Air Navigation. [48 U. S. C., Sup. V, 1314a.] The Government of the United States is hereby declared to possess, to the exclusion of all foreign nations, sovereign rights, power, and authority over the air space above the lands and waters of the Canal Zone. Until Congress shall otherwise provide, the President is authorized to make rules and regulations and to alter and amend the same from time to time governing aircraft, air navigation, air-navigation facilities, and aeronautical activities within the Canal Zone. Any person who shall violate any of the rules or regulations issued in pursuance of the authority contained in this section shall be punishable by a fine of not more than $500, or by imprisonment in jail for not more than one year, or by both." 1
