Procurement Code, fiscal year 1923.-1. The Procurement Code is for use in connection with "Instructions pertaining to the coordination of purchase and financial procedure in procurement of supplies and services" published in General Orders, No. 20, War Department, May 20, 1921, and is divided into two sections, (1) Purpose List and (2) Station List.

2. Purpose List.-a. In the process of procuring supplies or services, or the prosecution of a construction or repair project, from appropriations made by Congress and assigned to the Secretary of War, beginning with the inception of each transaction by the obligation of an appropriation or the issue of instructions to obligate and ending with payment therefor, it is necessary that records be maintained on the books of the Chief of Finance, under each appropriation, showing, in connection with each purpose for which an appropriation is available, (1) the amounts represented by procurement authorities, and (2) similar information relative to disbursements and settlements made in the discharge of these obligations.

b. That information may be furnished and data compiled and recorded in a uniform manner, the various appropriations of the War Department have been classified into purposes for which each is available, along lines that experience has demonstrated as necessary to provide information for presentation to Congress in accounting for the disposition of appropriations, and, in so far as current requirements are concerned, to support estimates for appropriations to meet subsequent fiscal year needs.

c. To facilitate the notation of the purpose concerned in a transaction on the various papers involved, a code number has been assigned to each purpose which will be used in lieu of describing the purpose by written words. General Orders, No. 20, War Department, 1921, requires that each Procurement Authority issued be given an Authority Number which embraces a Purpose Number. A Purpose Number given as a part of an Authority Number indicates, (1) the War Department branch issuing the Procurement Authority by the group to which the number belongs, (2) the appropriation involved as shown by the appropriation heading under which it appears, (3) the purpose that is stated opposite the number.

As it is not known in advance what funds will be transferred to the War Department from other departments, this bulletin does not contain any purpose numbers under the last-named heading. These purpose numbers will be published when required.

3. Station List.-The Station List gives, (a) the numerical and letter designation of the branches and other activities of the War Department to which funds may be apportioned, (b) the same with respect to headquarters of departments, corps areas, expeditionary forces, and States of the Union, and (c) the numerical designation of the stations of the Army to which Procurement Authorities may be issued. This Station List has no direct bearing upon the Purpose List, but is designed to permit the use of code numbers in lieu of written words whenever desired in connection with procurements and settlements.

4. The provisions of this bulletin will apply to (a) all projects involving appropriations which first become available July 1, 1922,

including any of such projects that may be initiated by the issuance of Procurement Authorities prior to that date, and (b) to all projects begun after June 30, 1922, under continuing appropriations which are available in both the fiscal years 1922 and 1923.

Bulletin No. 10, War Department of 1921, is rescinded, effective June 30, 1922, except that its provisions will continue to apply to the completion of all projects under appropriations which cease to be available after June 30, 1922, and to all projects begun before July 1, 1922, under continuing appropriations available in both the fiscal years 1922 and 1923.
