no means carries the weight of statements from the leaders of New York, Chicago, or Detroit. But I do come before you to appeal for the smaller cities like Perth Amboy. We are asking not to be forgotten.

In Perth Amboy we are aware of our needs. We are aware of what must be done to revitalize our city and preserve its economy in the face of enormous suburban growth and competition.

Yet it is painfuly obvious to all of us responsible for the future of Perth Amboy that we cannot do it alone. We have the desire, we have the determination, we have the initiative, but these community assets must be mixed with money to produce results. And we simply do not have the financial means.

The demonstration cities proposal offers the prospect of revitalizing large sections of our city's public facilities and services, residential areas and business districts. In short, such a plan offers a smaller city such as Perth Amboy hope for the future, hope not only that we will survive but that we will grow and prosper.

Thank you, Mr. Chairman.

Senator SPARKMAN. Thank you, Mr. Mayor. It is refreshing to have someone come here representing the small cities. From time to time, in fact year after year, we have representatives of the large cities, and it is good to have one representing the smaller cities. There has been some doubt cast upon this program for fear that it might bypass the small cities and only go to the large cities.

Mr. FLYNN. That is what I am afraid of.

Senator SPARKMAN. I think you have made a very fine statement and one that certainly is deserving of careful consideration. Mr. FLYNN. Thank you.

Senator SPARKMAN. Thank you very much. I thank you both. The subcommittee stands in recess until 10 o'clock tomorrow. (Whereupon, at 4:15 p.m., the subcommittee recessed until 10 a.m.. April 27, 1966.)
