"GRANTS FOR RESEARCH AND TRAINING IN URBAN

TRANSPORTATION PROBLEMS

"SEC. 10. The Secretary is authorized to make grants, 4 not in excess of $3,000,000 per annum, to public and private 5 nonprofit institutions of higher learning to assist in establish6 ing or carrying on comprehensive research in the problems of 7 transportation in urban areas. Such grants shall be used to 8 conduct competent and qualified research and investigations 9 into the theoretical or practical problems of urban trans10 portation, or both, and to provide for the training of persons 11 to carry on further research or to obtain employment in 12 private or public organizations which plan, construct, operate, 13 or manage urban transportation systems. Such research and 14 investigations may include, without being limited to, the de15 sign and operation of urban mass transit systems; the de16 sign and functioning of urban roads and highways; the inter17 relationship between various modes of urban and interurban 18 transportation; the role of transportation planning in overall 19 urban planning; public preferences in transportation; the 20 economic allocation of transportation resources; and the legal, 21 financial, engineering, and esthetic aspects of urban trans22 portation. In making such grants the Secretary shall give 23 preference to institutions of higher learning that undertake 24 such research and training by bringing together knowledge

1 and expertise in the various social science and technical dis

2 ciplines that relate to urban transportation problems."

(b) Such Act is further amended

(1) by striking out "section 10 (c)" in section 3 (c)

and inserting in lieu thereof "section 12 (c)"; and

(2) by striking out "under this Act" in section 12 (c) (as redesignated by subsection (a)) and inserting in lieu thereof "under section 3 of this Act".

9 SEC. 2. Section 6 of the Urban Mass Transportation 10 Act of 1964 is amended by redesignating subsections (b) 11 and (c) as subsections (c) and (d), and by adding after 12 subsection (a) a new subsection as follows:

(b) The Secretary of Housing and Urban Develop14 ment shall, in consultation with the Secretary of Commerce, 15 undertake a project to study and prepare a program of re16 search, development, and demonstration of new systems of 17 urban transportation that will carry people and goods within 18 metropolitan areas speedily, safely, without polluting the air, 19 and in a manner that will contribute to sound city planning. 20 The program shall (1) concern itself with all aspects of new 21 systems of urban transportation for metropolitan areas of 22 various sizes, including technological, financial, economic, 23 governmental, and social aspects; (2) take into account the 24 most advanced available technologies and materials; and 25 (3) provide national leadership to efforts of States, locali

1 ties, private industry, universities, and foundations. The 2 Secretary shall report his findings and recommendations to 3 the President, for submission to the Congress, as rapidly 4 as possible and in any event not later than eighteen months 5 after the effective date of this subsection."

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That notwithstanding the extent to which the Coliseum4 Convention Center proposed to be built within urban re5 newal project R-2 in New Haven, Connecticut, may benefit 6 areas other than the urban renewal area, expenses incurred 7 by the city of New Haven in constructing such center 8 shall, to the extent otherwise eligible, be counted as a grant9 in-aid toward such project.
