Mr. EASTLAND introduced the following bill; which was read twice and referred to the Committee on Banking and Currency

A BILL

To permit the city of Senatobia, Mississippi, to count certain expenditures as a local grant-in-aid to the east Senatobia urban renewal project.

1. Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress' assembled, 3 That, notwithstanding the date of the commencement of 4 construction of the East Main Street water, sewer, and street 5 improvements in Senatobia, Mississippi, local expenditures 6 made in connection with such improvements shall, to the 7 extent otherwise eligible, be counted as a local grant-in-aid 8 to the east Senatobia urban renewal project (Mississippi 9 R-15) in accordance with the provisions of title I of the 10 Housing Act of 1949.

TRANSPORTATION PROBLEMS

"SEC. 10. The Secretary is authorized to make grants, 4 not in excess of $3,000,000 per annum, to public and private 5 nonprofit institutions of higher learning to assist in establish6 ing or carrying on comprehensive research in the problems of 7 transportation in urban areas. Such grants shall be used to 8 conduct competent and qualified research and investigations 9 into the theoretical or practical problems of urban trans10 portation, or both, and to provide for the training of persons 11 to carry on further research or to obtain employment in 12 private or public organizations which plan, construct, operate, 13 or manage urban transportation systems. Such research and 14 investigations may include, without being limited to, the de15 sign and operation of urban mass transit systems; the de16 sign and functioning of urban roads and highways; the inter17 relationship between various modes of urban and interurban 18 transportation; the role of transportation planning in overall 19 urban planning; public preferences in transportation; the 20 economic allocation of transportation resources; and the legal, 21 financial, engineering, and esthetic aspects of urban trans22 portation. In making such grants the Secretary shall give 23 preference to institutions of higher learning that undertake 24 such research and training by bringing together knowledge

To make certain expenditures made by the city of Roanoke, Virginia, eligible as local grants-in-aid for purposes of title I of the Housing Act of 1949.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the extent to which the civic center, 4 located within or adjacent to the urban renewal project for 5 the city of Roanoke, Virginia (UR-VA-7), may benefit 6 areas other than the urban renewal area, expenses incurred 7 by the city of Roanoke in constructing such center shall, to 8 the extent otherwise eligible, be counted as grants-in-aid 9 toward such project.

To make certain expenditures of the city of Huntsville, Alabama, eligible as local grants-in-aid for the purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, (a) notwithstanding the extent to which the civic arts 4 center (cultural) proposed to be built within urban renewal 5 project Ala. R-32, in Huntsville, Alabama, may benefit 6 areas other than the urban renewal area, expenses incurred 7 by the city of Huntsville constructing such center shall, to 8 the extent otherwise eligible, be counted as a grant-in-aid 9 toward Federal assisted urban renewal projects in Hunts10 ville.
