Mr. SCHNAIR. Accidental, we could. If we can demonstrate that it was accidental, the situation would be different, because it would be due to a service-connected disability.

Mr. WYLIE. You still have to establish a causal relationship, though?

Mr. SCHNAIR. Yes.
