PREFACE This third supplement to the 1988 edition of the United States Code has been prepared and published pursuant to section 285b of Title 2 of the Code. It contains the additions to and changes in the general and permanent laws of the United States enacted during the One Hundred First Congress and the One Hundred Second Congress, First Session. This supplement together with the 1988 edition establishes prima facie those laws in effect on January 2, 1992, except that Titles 1, 3, 4, 5, 9, 10, 11, 13, 14, 17, 18, 23, 28, 31, 32, 35, 37, 38, 39, 44, 46, and 49 have been revised, codified, and enacted into positive law and the text thereof is legal evi dence of the laws therein contained.
