It is especially important that the sea otter not be left without Federal protection in North American coastal waters beyond the 3-mile limit, within which this rare animal is safeguard by State law and patrol. Therefore, we call the attention of the committee respectfully to the proposed "Title III: Protection of Sea Otters on the High Seas," as recommended in Secretary Cain's letter.
