C. LEGISLATION

The legislative jurisdiction of the Committee on Government Operations covers a wide range of important governmental operations. The committee receives all budget and accounting measures other than appropriations; all reorganization plans; all bills providing for the establishment of new departments in the executive branch; and most other reorganization legislation. It also receives legislation dealing with the General Services Administration, including the Federal Property and Administrative Services Act and special bills authorizing the Administrator of General Services to make specific transfers of property, and legislation dealing with the General Accounting Office, with the Bureau of the Budget, with the Advisory Commission on Intergovernmental Relations, with the Administrative Expenses Act, with the Travel Expense Act, and with the Employment Act of 1946. Certain bills dealing with the availability of government information are also referred to the committee. The committee is required

to review the application, administration, and execution of the laws whose subject matter is within its jurisdiction, a duty originally derived from section 136 of the Legislative Reorganization Act of 1946 and now prescribed in revised form by Rule XI, 28, of the House.1

During the 91st Congress, the committee studied 430 bills and resolutions referred to it and reported 21 to the House, of which 10 were enacted into law. The reported measures are discussed more fully in part two below. However, they are listed here for convenience in the order of approval by the committee and with the name of the subcommittees which initially considered them:

S. 1058, to extend the period within which the President may transmit to the Congress plans for reorganization of agencies of the executive branch of the Government (Executive and Legislative Reorganization Subcommittee, H. Rept. 91-80, Public Law 91-5).

H.R. 337, to increase the maximum rate of per diem allowance for employees of the Government traveling on official business, and for other purposes (Executive and Legislative Reorganization Subcommittee, H. Rept. 91-111, Public Law 91-114).

H.R. 10791, to amend the Budget and Accounting Act, 1921, to direct the Comptroller General to establish information and data processing systems, and for other purposes (Government Activities Subcommittee, H. Rept. 91-258).

H.R. 13769, to amend the act entitled "An act to authorize any executive department or independent establishment of the Government, or any bureau or office thereof, to make appropriate accounting adjustment or reimbursement between the respective appropriations available to such departments and establishments, or any bureau or office thereof," approved June 29, 1966, so as to include within its coverage the municipal government of the District of Columbia (Special Studies Subcommittee, H. Rept. 91-1432).

H.R. 16443, to amend the Federal Property and Administrative Services Act of 1949 in order to establish Federal policy concerning the selection of firms and individuals to perform architectural, engineering, and related services for the Federal Government (Government Activities Subcommittee, H. D. REORGANIZATION PLANS

Five reorganization plans were transmitted to the 91st Congress by the President. Since neither the House nor the Senate adopted resolutions disapproving these plans, they became effective. More detail on each plan is found in part two below.
